cnn's nic robertson is live for us in moscow. so, nic, what are you learning?reporter: well, very little from the kremlin. more from the white house, we do know from the pentagon as well that they did put up a spy plane over ukraine that would have given them oversight of what russia was doing with its troops along the border with ukraine. that was just in the past couple of days, perhaps an opportunity to see if russia had really pulled back the 10,000 troops. what we're hearing from administration officials is that they're not seeing any reduction of tensions by russia at the moment. still the presence of russian troops, close to the border, with ukraine. and the appoint that's being made is that if russia really wants to engage and make progress in these talks there needs to be an atmosphere of de-escalation. there needs to be very serious and concerted high-level engagement. now, the conversation that president biden will have with president putin is something that we will get a readout from both sides. but it will perhaps be in the days afterwards, is when

cnn international editor nic robertson is standing by in moscow. as usual the duelling readouts didn't say much. neither described any real progress, but do you think both sides at least now have a clearer picture how they can get to some kind of common ground or resolution? >> reporter: that does seem to be an understanding, at least on the u.s. side, that this issed receipt rec readout from the u.s. side, both feel areas of commonality, agreements perhaps can be made but areas where there will be disagreement and the key to answering what happens next is, what are those areas of disagreement? because putin is looking for this absolute clarity about nato's intentions for ukraine. you know, president biden laid out the scenario of de-escalate, and we can continue and have a productive diplomatic track. that diplomatic track is open, but the entry level for that is de-escalation. and the alternative to de-escalation is -- is sanctions. military, economic, financial. that's the kremlin's readout and they heard that message loud and clear. putin's res

nic robertson is in moscow. it's good to see you both.at are the expectations for talks on both sides of the divide? >> reporter: yeah, john. the u.s. is hoping they can figure out a solution to this with the russians as the russians of course continue to build up military presence along the ukrainian border. they are hoping in january, when they sit down for the bilateral talks that there are things that can be worked out. the russians obviously have their demands. they don't want nato to expand further east. they don't want ukraine to be a member of nato. and certain aspects are nonstarters. president biden said russia should not be able to dictate who is and is not a member of nato. they are going into talks with things very tense. the ukrainians are stuck in the middle of all of this and have been briefed by the united states on alarming intelligence about the russian's intentions and how they are potentially preparing for a large-scale conflict. so the u.s. is really hoping to buy some time here, hoping things will come down to a sum

nic robertson joins us now. good to have you. from nato. they have pulled back about 10,000 or so troops on the border, but you have more than 70,000, 80,000 there. what do we know? >> reporter: i think from a russian perspective, the fact that the demands, if you will, russia's -- what it wants to talk about, that is no further nato expansion towards russia, i.e., ukraine, that's firmly clearly on the table there, that nato shouldn't be sending troops or military hardware to ukraine as well. that's on the table. i think from a russian perspective, the fact that these talks are now going ahead after russia put these very stiff demands on the table, that's seen as a positive. it's hard to know verifiably with if those troops have actually gone back to their bases, but russia is saying their planned training exercises are completed. this is combat troops, special forces, motorized infantry divisions have gone back to those bases. the sense i think in moscow is that this is now picking up on a political diplomatic track. but what pr

nic robertson reporting from moscow. >> reporter: the clock is ticking down to the phone call betweennt biden and president putin. president putin has requested it. the white house says that president biden believes in the diplomacy of leadership-to-leadership conversations, and that's why he is taking the call. but at the same time u.s. officials are saying they're not seeing russia do anything to reduce tensions along the border with ukraine. they say there's still a heavy russian troop presence close to the border with ukraine, and the message that's coming from the white house at the moment is that if russia wants to achieve its aims and get clarity from nato about its intent over ukraine, then it is better done in an atmosphere of de-escalating tensions, that there needs to be a really high-level of engagement for russia to sort of go towards its aims at the january 10th talks when russian and u.s. officials sit down to talk together. we understand that those talks, there will be pentagon officials, state department officials, national security council officials as well. from the

cnn's nic robertson joins us now from liverpool. nic, a show of unity from the g-7 against russia. take us lu athrough against wha happened so far and how russia has been reacting. >> reporter: well, what we understand is that there will be a separate g-7 statement on russia/ukraine to send a united message, we're told, that the form ministers are here are fired up and, you know, forceful agreement is how it's being described, that they have around the issue of wanting to send a clear and united message to russia. that if its troops go into ukraine, there will be consequences, strong orders of magnitude bigger, economic consequences for russia, if that happens. so that separate statement wasn't anticipated, prior to to the summit. there is, of course, normally a post-summit or post-meeting statement. this is going to be in addition to that. that's the expectation. russia, for its part, the embassy here in london has criticized the british foreign secretary for comment she has made prior to this summit, saying that, you know, she -- the british foreign secretary has said that russia

cnn's international diplomatic editor nic robertson is standing by in liverpool.th a host of these meetings. the british foreign secretary. what did she tell you? >> on the issue of russia, she said she's sent a very clear message to the russians, to vladimir putin, of the consequences and costs. big consequences and severe costs. interestingly, on the issue of the talks with iran, the nuclear talks that are going on right now in vienna, that we heard the german foreign minister just yesterday here saying that her opinion was that the talks right now with iran had been set back significantly by iran, that advances that had been made in six months of previous talks by iran, by these iranian negotiators had essentially been thrown out. lis liz trust, the british foreign minister, had a very clear issue for iran on this issue at the talks to change their approach. >> there is still time for iran to come and agree this deal. and it's the last chance, as i've said, but there is still a chance for them to do that. and i would urge iran to come back to the table with a s

th n nic robertson is live for us. what do you expect from the talks if they go forward? has pressed for these talks and said that absent a diplomatic political track, the only option left will be a military track. so i think in that context, there is a potential here for better degree of understanding between the united states and russia about what is happening on the border of ukraine over the weekend russian officials announced that they were pulling back 10,000 troops who have now completed what they say was sort of a pre-planned standard winter training. they have gone back to their permanent bases. and it is not clear yet what is going to happen to the other estimated 60 to 90,000 remaining russian forces that are close to the border with ukraine. that still remains a concern. and also we understand from russian officials that it looks like that they will -- or are on the path to accepting nato invitation for talks on the 12th of january. so that would come just after those potential talks with the united states at the moment. so there is diplomatic political track

let's go to cnn international diplomatic editor nic robertson in moscow. russia has a series of demands they want addressed they say. what are those demands? >> reporter: legally binding demands is what they're asking for, for nato to refuse to take ukraine as a member, for nato not to base any nato troops or nato military hardware inside ukraine, and for nato to roll back what russia calls its eastward expansion. that is the document putin sent to president biden about a week and a half ago. you have to look at this as well and see what putin is trying to do. the pressure we've heard people speaking about, putting that pressure on president biden, but trying to use president biden if you will as a battering ram at nato for biden to go into nato and get the changes that putin wants. clearly, that is not something in the cards but it does speak to that long-term goal of president putin, which is dividing nato. he looks at nato right now and sees that the hasty and messy withdrawal from afghanistan as a potential opportunity to widen some of those divisions.
