including robocalls for political polling. indiana takes this law seriously, not a vestige you can look up and a quirk of the law they don't enforce. the attorney general sent out this threatening letter warning political campaigns they should not do any calls in indiana that would violate indiana state law, that means no automated calls promoing a candidate, no automated calls slagging off a candidate and no automated calls to raise money and asking people how they will vote. i'm not kidding. although automated calls are legal in some states, indiana has chosen to adopt one of the strictest phone privacy laws possible. if your campaign gives the okay to blast out robocalls to hoosiers, you are disregarding our state law and my office will take swift action to bring you before court. the attorney general notes if you break this law, you could face a $5,000 penalty for each call. because of indiana's peculiar and singular hostility to the automated dialing announing devices among us, that's the reason why honestly we have no id

the fcc receives tens of thousands of robocall complaints every month. every month. and we all have stories to tell. one of our friends signed up for a line service one morning. and by the afternoon, before he had given his new number to his family and friends, his phone was being flooded by robo calls. so he gave up the land line. in fact, how many of us know friends at home that have given up the landline and just used the cell phone for that exact same reason. they don't want the robo calls. most of us, our cell phone is our life line. if we allow those annoying robo calls to begin freely bumbarding folks where do consumers go to escape the harassment. so what would happen on mobile phones is that they would start to ignore the calls from unknown numbers so they don't have to hear another recording. only to miss an important call. or what about the senior citizens and how about low income americans, many of those consumers have calling plans that are restricted in the number of minutes that they can use every month. so opening the flood gates to robo calls to thos

even with the obama robocall carveout that was mentioned a couple times today that passed last fall, the fcc's proposed rules would law consumers to demand that a caller stop calling immediately, even in that particular circumstance. and i also want to be very clear. there is, i believe, and i think you heard here today, strong bipartisan interest in insuring that consumers are protected from harassing robocalls. the problem that we have is the tcpa is no longer working as well as it should. all of us are plagued by unwanted calls even on our cell phones which is, i think, the point that ms. saunders was getting at. at the same time, you have legitimate companies that are facing needless lawsuits, and consumers are being denied information that they need. and i think what this cries out for a is balanced solution and your input today and testimony, i think, has been very helpful in elevating these issues and getting a discussion. frankly, for that matter, i thought hearing perhaps some common ground when it comes to, you know, the bad, the harassing, the bad actors and the good a act

donald trump in the beginning and covering mitt romney who courted donald trump aggressively with robocallsd an understanding that he really appealed to a segment of that electorate. it's not clear to me that -- i think this tweet we were talking about with the taco bowls is some evidence of this, does he have instincts that can run now to a general election? on the flip side, my question for the clinton campaign is, can they do this in a way that does ignite passion and that doesn't feel like they're simply using the building blocks of demographics? i think democrats tried to run that playbook in 2014, in the midterm elections, painting every republican as unacceptable, in particular to women. and the reality was, it didn't work. republicans fielded good candidates and it didn't work for democrats. so i don't know if it will work this time around or not. >> that's an important question. critical to unifying the party is going to be senator sanders if secretary clinton does clinch the nomination. rallying his younger supporters who have said they're not going to support trump at this time.
