rochelle richie reports tonight drivers are still feeling uneasy. >> reporter: smoke billowed into ther over the bay bridge after paint from a construction site catches fire, the entire incident caught on cell phone video. >> it's been a bad summer for the bay bridge. >> reporter: the fire broke out sunday evening in the westbound lanes of the bay bridge as many made their way back home. some getting stuck in traffic for hours, others staying overnight at nearby hotels. >> they had lines going out the door because of the fires, and one person working, i told her i felt like i had to hop behind there and help her. >> reporter: firefighters were able to put the fire out pretty quickly. the site of the fire were materials for the ongoing painting project were being stored. the bay bridge has been at the center of a number of accidents this year, so much so that drivers have learned to expect anything. >> it's crazy. i've been going over this bridge my whole life. >> reporter: last night the fire is in the same location where in june a construction worker fell 14 feet to a platform and a s

rochelle richie has more on the latest charges against him. >> baltimore city police have dubbed him the dine and dasher but his real name is andrew palmer. he likes a good meal but doesn't like paying. >> we have a number of incidents where an individual pretended to be meal to not pay. >> palmer's latest incident this sunday at terps restaurant where he ordered beer and pizza. >> we're getting all the money together to bring up to the office and he had no money to pay his bill. >> once the bill came the manager said palmer told her a sob story about how three men robbed him prior to him coming into the restaurant. >> and knowingly came to the restaurant and ordered $50 worth of stuff. >> he has more expensive taste too. sullivans lost out on more than $150 after palmer collapsed to the ground pretending to have a seizure to avoid paying for his blue blue moons, chicken, and to top it off coffee costing more than $160. paramedics were called to the restaurant. police say he was taken to the hospital where doctors found no evidence of a seizure. >> palmer has been arrested eight time
