have been working with the san francisco collaborative against human trafficking and commissioner rodriquez has been very active in that. moving on to gender analysis we have been looking closely at city commissions and boards and every two years we conduct a gender analysis. we are very pleased to see gender balance on the small business commission. not all of our commissions are gender balanced although the last time we did our report it was about 50% but still there is under representation of asian americans and latinos compared to the numbers in their population. we also recent did an update on girls in san francisco. we saw a 51% decline in teen pregnancy which was astounding. however a rise in poverty among african-american girls which is unacceptable and finally we did a section on lesbian lgbt young people, girls, and we found that 53% of lesbian girls are considered suicide so clearly they're an under served community. next slide. sometimes with the outreach most is in the gender equality initiative and this work and also the other areas that i touched on and finally in terms of ou

. >> commissioner rodriquez. >> yes thank you. i wanted to ask and you might have mentioned this and i missed it earlier but where do you get all of your fund something. >> good question. so we have been extremely fortunate to work with the city of san francisco through their micro-loan resolving loan program. we're also a cdfi which is funding through the federal department of the treasury and this has been a huge source of funding for us in the last three years we received a $600,000 grant which is flexible for lending and operations. they required 2/3 of the grant be for lending which means $200,000 for operations which is quite a lot. we also received funds from banks and other institutions such as ginetec. we're a sba micro-lender. we recently made our first quiva loan and it provides working solutions with a $200,000 line of credit. we provide a loan to a entrepreneur. we post it on their website. individual lenders such as yourselves can lends to that business as little as $25. as soon as that business funds working solutio

. >> commissioner rodriquez. >> my very quick question is just we have this great data for the percents by service categories of the wbe's. does the obe and the other one mirror that? >> no. i would say that the obe's take up almost half of the 1110 businesses. >> right. but what i am wondering is what do they provide -- do they provide services in and mirror the 52% professional -- >> yes. >> 25 general. >> exactly. >> so that mirrors the city -- 14% is contracts -- construction sorry. i am just trying to understand what they're getting contracts for too. >> the non women businesses -- they somewhat mirror for some of the other offerings but they really, really provide a huge great deal of numbers and a larger percentage for construction and construction related so we have more general contractor aid. we have b, specialty contractors from painting to concrete. there's more diversity with our contractors and it makes sense because there are a lot of opportunities and dollars put into our contracting as well as maintenance in our city, so for males -- males companies and we have a lot of

. >> commissioner rodriquez. >> [inaudible] >> we do, and the challenge -- actually you alluded to it earlier in your comments. the challenge of federal contracting but it's really all public contracting of the size of contracts one of the phenomenon that we see in public contracting is the size of the contracts get bigger and the availability to small business is more challenge. from the contracting officer's side and they see larger contracts as easier to manage and means larger contracts and means larger businesses, so the challenge that we try to do is really to get to those federal agencies but the same applies to the state and local side as well and do smaller contracting. the idea that we set a goal at 23% of total and 5% for women owned business doesn't do much good if the only businesses that can get the contracts are very big businesses or large women owned businesses. the challenge is figuring out in this case how the cost doing contracts for a public agencies can be managed? and that's what we are trying to do is help businesses get access to that and help them to navigate
