the right to privacy, marriage equality, you know, roe v. wade. all of those decisions that have been made that have been constantly expanding rights in the united states for different groups evoke the 14th amendment. so it's really this moment in history that forms our modern notions of equality and citizenship and what democracy in america should look like. right? and so yes, it's extremely important period, but it's also a contested period. you can see that in the picture. you can see the contestation there. does the defeated south look or the defeated confederacy people who form that, does it look as if they have accepted defeat, at least in this northern representation? is there going to be peace after the war? no. right? this looks like a contestation. why would the army even be needed in the south? right? to protect black rights if there was not going to be contestation. this notion that there was no peace after the war, that somehow the issues that define the war were still being contested in the south is something that is really important

roe v. wade and certainly voters' rights. campaign finance reform. but we have a razor thin margin in washington, d.c. it's not a supermajority. it's a razo thin majority. they're not aoc, they're not people from bright red states. they're not ted cruz but people from states that could go either way. and it's never easy to pass anything in congress when you have majorities that are this thin. never in the history of our congress has it been easy to pass anything, anything, if it's this evenly divided. i want to make the point that the people who are going to decide whether or not we're in the majority going forward from this day are the people that we can't lose sight of. and the people that are most worried about losing their seats are not in blue places. they are in purple places, at best. that's why we have to go out and beat people like ron johnson, take that seat in pennsylvania and maybe even take out marco rubio but we won't do that by swinging for the fences when we don't have the votes because congress is so evenly divided. >> go ahead, matt

it is a clear attempt to undermine roe v. wade. it would impose a 20-week abortion ban with no exceptions for rape or incest and it would harm women and countries across the country. in fact, leading medical groups like the american medical association and the american college of obstetricians and gynecologists oppose policies like this because they interfere with doctors and patients' ability to make decisions based on science and based on what's best for their patients' health care. everyone has the right to make their own decisions about their own reproductive health care. i urge a no vote on this amendment. mr. kennedy: mr. president? the presiding officer: question is on the amendment. mr. kennedy: do i have additional time, mr. president? the presiding officer: you do not. no time remaining. mr. kennedy: i ask for the yeas and nays, mr. president. the presiding officer: is there a sufficient second? there appears to be. the clerk will call the roll. vote: the presiding officer: the yeas are 48. the nays are 15. the amendment
