roger harrabin, bbc news.ristol studio is alasdair cameron from friends of the earth. this is a nice present to leave behind on the part of president obama for conservationists. this is great news for the wildlife, conservationists, the people that live there, the arctic. we've seen the damage an oil spill can do. we have to remember what happened in the gulf of mexico and this is a much tougher operating environment and would be more difficult to fit it anything went wrong. at least these areas will be off—limits. but this is a bit more about conservation. it's also about climate change. we know we can't burn all the fossil fuels we find. if we heat more than 2 degrees, we can't burn more than 75% of the fuels we know about, we had to leave most of them in the ground and we certainly shouldn't be looking for new sources. ok. but we have a president elect who is about to assume the presidency next month. he is ambivalent on climate change and he's not entirely sure that it is man—made. if it is taking place at

roger harrabin, bbc news.s says public sector borrowing reached £12.6 billion in november — around half a billion more than most economists predicted. our economics correspondent, andy verity is here. how worrying is this? it depends on whether your glass is half full or half empty. if it is helpful you will say at least the numbers are coming down, this is a lower number than we borrowed last year, £12.6 billion is the amount that had to be borrowed because the government is overspending its income. but it is coming down and looking at the year—to—date, 59 billion compared to a larger sum last year. but if your glass is half empty, you might say even the softer targets set in the autumn statement of borrowing no more than 60 billion for the financial year, we are almost nearly there, just £10 billion left to borrow for the next four months. the chancellor could well bus through even a looser overdraft limit if something goes through —— goes wrong with tax receipts. spending is rising but tax money is running

roger harrabin, bbc news. latest of our series of reports looking at brexit, here is our island correspondent, chris buckler. brexit, here is our ireland correspondent, chris buckler. londonderry is known as the walled city. these barriers were built as defences four centuries ago. but to protect itself in the future, most here want derry to be seen as an open city. there is particular concern among businesses about what the uk losing its european union branding will mean. this labelling company sits just a mile from the border between northern ireland and the republic. soon that line will mark the point where the uk starts and ends. northern ireland, i believe, should have a special deal. not only for the movement of goods and services but for the movement of people within the island of ireland. it would be a nonsense to think that the island will be divided in some way. it has been pointed out time and time again that northern ireland is the only part of the uk to have a land border with another eu country.

our environment analyst roger harrabin reports. the oil industry has a bad record.some of the oil end—users and some and all species are yet to recover. northern waters are yet to recover. northern waters are so are yet to recover. northern waters are so cold it takes bacteria much longer to break up oil products than it does in warmer waters. drilling conditions are among the most challenging on earth. as shell discovered in 2014, it‘s drilling caused problems in the tempestuous seas. the firm later halted its programme. this is a win for common sense. this is a win for the communities on the coasts who would have been devastated if there had been an oil spill and it is a win for the climate, because we cannot afford to burn that oil. oil keeps the world moving and the industry says we need more of it but it is —— it‘s says we need more of it but it is —— it's c02 says we need more of it but it is —— it‘s co2 omissions hate the climb it. president obama‘s drilling ban is good news for environmental protection if it lasts. president—elect trump says he is not worrie
