. >> i'm christine romans. >> pentagon releasing plans over mosul. some 20,000 to 25,000 iraqi troops could be recommitted to taking mosul months from now. that leaves unanswered whether any american troops would be involved and why are we learning of the details months ahead of time. the pentagon correspondent barbara starr has more. >> reporter: the pentagon with details about the upcoming military operation in iraq. iraqi forces now getting ready to try to retake mosul. iraq iraq's second largest city. now the plan is for iraqi brigades and iraqi forces more than 20,000 iraqi troops to go to mosul perhaps as soon as early april or may. pretty specific information. more than 20,000 troops. also peshmerga forces who will try to cut off any isis escape routes north and west of mosul. the big question of course is what role will u.s. troops play besides the ongoing coalition air strikes. still on the table, not decided, no recommendation to president obama as to whether a group of military advisers going to mosul functioning as target spotters. helpin

john berman and christine romans has the day off. it is 4:0900 in the east. the leaders of russia and france and germany and ukraine set to sign a peace deal. we are hearing it is not a done deal yet. ukraine has issues with this after a marathon at talks brokers a cease-fire in the bloody battle with the ukrainian forces and the pro-russian rebels in the east. we have nic robertson with the latest. >> reporter: poppy, this is a marathon session of negotiations. after 14 hours, russian reports were a peace deal with a document ready to sign. that fell apart. what we saw after that the french germans and ukrainians going into another meeting continuing to debate the issues. hope of a cease-fire by saturday. a cease-fire that was pulled back of heavy weapons. a new demilitaryzone. petro poroshenko said there is not enough on the table for him to sign. we are hearing some separatists from southeast of ukraine said there is not enough on the table for them to sign up to yet. this at the moment it appears that a deal still cannot be reached. french and germans and

i'm christine romans. >> i'm john berman. new this morning, senate majority leader mitch mcconnell is trying a new tactic to break the stalemate after a fourth failed senate vote monday night for the funding bill. the majority leader announced a separate vote on blocking president obama's executive orders on immigration. that would separate the funding issue from the immigration issue. republicans and democrats are both expressing doubt whether that type of measure can be passed by the end of the week if at all. now, if there is no progress homeland security funding runs out on friday which would send non-essential dhs employees home and essential employees would have to go to work but not get paid. cnn's michelle kosinski has more on the effects of the shutdown. >> reporter: john and christine, for the first time, we hear the administration say that it looks like this political showdown is heading for a shutdown for the department of homeland security. for the first time we are hearing the administration. the president himse

chief correspondent christine romans is following that for us this morning. these producers and refiners have contract maintenance work at these refineries and the union leaders and members are mad saying the work could be done better by union workers. it is a union dispute, a labor dispute. you have 6500 off work right now. most refiners say they're still operating using managers and engineers, replacements. it is a very big strike in the u.s. and comes at a very important time for the industry. we've seen gas prices rising. this is independent what we're seeing here the experts tell us. gas prices rising the past week paying an extra 5 cents and 25 cents over the last month. they're moving over to the seasonal blend for the summer better for the environment, different kind of gasoline and you tend to see gas prices rise in the spring. >> how much could prices rise if the strike drags on? >> i'm hearing 5 cents, 10 cents maybe. we had a port strike just resolved this weekend. you saw a backlog there. very quickly they will try to get through that backlog. to
