. >> joining us now nbc's ron allen.enior justice department official said the attorney general bill barr made the final call here. do we know what the reasoning was? >> well, the u.s. attorney here for the eastern district went through a very detailed analysis of how they came to the decision. essentially he says they could not prove that the officer willfully, intentionally choked eric garner to death. even though you hear on that videotape garner say, "i can't breathe" 11 times, the u.s. attorney made a point of saying, garner does not say that at a time when the police officer has his arm around garner's neck. he was very precise about that. the bottom line, they are saying there is a very high standard to convict and charge an officer with wrongful death in this case or any other case and they said that after a very careful analysis they couldn't find it. now, remember this case has gone on for five years, over five attorney generals and two u.s. presidents. this is the end of this road here. a state court or i shou
