abc's ron claiborne takes us to canada, explaining why they are hungry and how they are being broughte. >> reporter: every fall, polar bears gather here off hudson bay, waiting for the water to freeze so they can go out and hunt for seals. these bears haven't eaten since july. they spent the last couple of months sleeping. but now they are hungry. this week, we had a rare opportunity to see the polar bears as they gathered on the shore. >> that ice freezing is two to three weeks late, maybe up to four weeks late. >> reporter: in recent years, the ice is forming later in the fall. and thawing early in the summer, giving these bears a shorter feeding season. scientists say climate change is to blame. >> all of their food is out on the sea ice. they don't have the ice, they are food deprived. >> reporter: which is why some bears come into town. you don't want to fight with a polar bear? >> no, you're not going to win. >> reporter: when a bear gets caught, they get hauled off to what locals call bear jail. after a few days, they are tranquiliz tranquilized, blindfolded and air lifted out

abc's ron claiborne explains. >> reporter: all across america, the countdown was on. >> the first ever nationwide test of the emergency alert system. >> reporter: the government planned to send out a test alert to every radio and television station and cable system in the country. >> under a minute. millions of americans will witness history. >> reporter: then, the big moment. at 2:00 eastern time -- instead of a coordinated national warning, this. on hbo, the movie, "knight and day," went uninterrupted. >> there a problem? >> reporter: some folks saw a warning picture but heard nothing. and perhaps most bizarre of all, anyone watching directv saw the emergency alert on the screen, but instead of the voice of the government official, they heard this -- ♪ lady gaga singing her hit "paparazzi." twitter was atwitter. message was garbled and duplicate and overlapping. just fuzz. the signal was supposed to go to relay points in each state, then cascade out to every radio and tv station. although many stations did transmit the alert as planned, clearly something, somewhere, went badly awry.
