ron davis heads up the d.o.j. they made 42 recommendations for reform. >> the truth hurts. >> selected ignorance is fatal. >> there's programs under way. the idea is to fix what is broken in law enforcement and repair a frayed relationship. the big question is do the programs fix the problems or are they a little more than a cover story aimed at placating an angry community. the perception has been that you guys got the document. it's done:. >> you know, i think that's right. that you can look at this as checking the boxes. leave me alone now. i think what we are seeing across the country is a group of police leaders that are either in place or merging. who completely understand we have changed the way we do business. them. >> there's no proof the collaboration with the d.o.j. works. we have little data on the effectiveness on the programme in facilitating long-term reforms. and sustaining that reform. we hear that about police reforms. they changed. it's sticking. they tracked the date through the police contact,

ron davis is a former oakland police officer and a former chief. the president's task force came out of the shooting of teenager michael brown in ferguson. davis say is the use of body cameras and new chase policies are some of the positive reforms in oakland. >>> california state university police officers have reached an agreement that would allow its officers to carry stun guns. under the agreement with the police association, officers at all 23 campuses will be allowed to carry tasers including at sf state. the department has tried for years to win approval from the police commission. >> whether they are standing near a puddle of water, if you're too skin any, if you are standing near the edge of a curb at the street and the chief said stop. because he doesn't want our officers to second guess. >> csu says their officers will have to go through extensive training before they're allowed to use the stun guns. >> a nine-year-old boy from fresno is spending his labor day in the water. jaden chow is planning to swim from alcatraz to san francisco. >
