ron haskins served as george w. bush's welfare adviser said there is no plausible scenario in which it constitutes a serious attack on welfare reform. are they all wrong? >> the original developer of welfare reform worked with governor and president reagan. he was the first person to come out and say look, this will end welfare reform. his reasoning is straight forward. once you start allowing states -- this is why the law itself does not permit waivers. the president actually could not waive section 407 which said there can't be waivers to the work requirement. he fudge and found a way to get around it which i suspect will turn out to be illegal. the governor from virginia said this is clear gutting welfare reform. the two governor that is the obama administration is hiding behind from utah and nevada have come out and said that's not accurate. this is not what they want and not the flexibility they asked for. >> under obama's plan, you wouldn't have to work or train for a job. they just send you your welfare check

rons elementary school is closed today. >>> it is sentencing day for george huguely. the former lacrosse flayer was convicted of killing his ex- girlfriend yeardley love. the native was just days away from graduating and she was 22 years old. abc2 news linda so is live this morning outside notre dame prep where love was a student here in cock cockeysville. >> reporter: today her ex- boyfriend george huguely will learn how long he'll spends in prison for killing her. the jury is recommending 26 years, his attorneys are asking for leniency. the judge will make the final decision. earlier in year he was convicted of second degree murder and robbery in love's death just days before they were to graduate from uva. huguely broke through her bedroom door and say all thed her and -- assaulted her and left her to die. those who know huguely are expected to testify. love easterner and sister already testified during the sentencing phase and they're unlikely to take the stand again but the judge can use their testimony and letters from the love family to determine the sentence.

ron brownstein. good to see you this morning. i know you heard jon karl and george stephanopoulos earlier. is this now much bigger than the state of wisconsin? do you agree with them? >> yeah. this has national implications. we need to be careful. the top of the ticket does dominate the race. that will be true here. by picking paul ryan, mitt romney has put himself, irr irrevibly attached him to the ryan budget. it's proposing big changes on medicare and medicaid, at the same time it is extending tax cuts for the affluent. and doing those two things together, as we saw in 1996, can go not well together. that's going to elevate the issue, which everybody has said, the obama campaign is anxious to engage. >> so much of it is based on entitlement programs now. do you think that fiscal policy, the big core of this issue going forward, the platform for the romney and ryan ticket, is that going to be enough momentum to win over more of the national vote? >> it's interesting. i think the biggest applause for ryan was on the broad ideological statement. but the sliver of voters are nonideological.
