well here's republican from wisconsin, senator ron johnson. he unveiled a bill yesterday to allow americans to keep their health plans. as always, senator, welcome back to the program. tell us about -- >> hello, larry. >> -- your bill, please. tell us about your bill, please. >> first of all, isn't that stunning to hear president obama repeat that promise? i mean, he was either being totally dishonest, or he was totally disengaged, had no clue what was in his health care law and didn't understand the consequences of. so what my bill does, it actually is a true grandfather clause. it will actually honor that promise for millions of americans by actually allowing them to keep the health care plan that they do -- that they do choose, that they have the freedom to choose. >> will this include, by the way, employer-based health care plans? >> right. yeah. what it basically does is if you have a health care plan in place by the end of this year, if you like it, it's not going to load up any additional mandates because that's what president obama's g

but ron johnson has been virtually invisible since he got to washington, d.c.ically nothing. he's an ayn rand fan. he ran on a pro-business flat form. he stirred up the tea party base. i don't think many people are expecting him to be a leader in wisconsin politics for very long. >> john nichols, how does johnson recover? he's been critical, out on the talking heads about benghazi, about the irs, about obama care. how is he going to recover? i mean, it took him all of 34 months to get to 28%. >> i'm not sure he can recover, ed. if you look at polls from states across the country, he has one of the lowest approval ratings of any senator, democrat or republican. and the important thing to understand in this is that they also polled on the new senator from wisconsin, tammy baldwin. now, they have taken almost opposite positions, virtually opposite positions on every major issue, and while ron johnson is at 28%, tammy baldwin is at 47%. so i think the takeaway from this is if ron johnson wants to recover, he should change his positions on the issues. >> so johnson

wisconsin senator ron johnson is going to file legislation this week. it's entitled, quote, if you like your health care, you can keep it, act, and would make them live up to the promise. joining us, rudy giuliani. there is an estimate, health care expert bob lazuski says there are 19 million americans that have individual health insurance market. he says 85% of them, 16 million will lose coverage. >> whoa. i can't tell you if it's 85%, 50% or 30%. it's a big percentage of people that will lose coverage that nobody would lose their coverage. if you liked it, you could keep it. none of the things about minimum standards or the federal government won't tell you what insurance you would have. this is a major problem. the biggest problem of all, even worse than the computer break down which is -- >> mind boggling. >> crazy in competencompetence. the bigs thing you can see with the statistics are young people aren't signing up for insurance. mostly so far to the extent people are getting through they have been signing up for medicaid. >> in new york especial

when i asked senator ron johnson, republican of wisconsin, to produce for me a list of ten companiesre that happened, i've got nothing. the myth about big, expense of health insurance plans, for some people who had very skimpy plans who didn't cover things like preventive services with no co-pays and didn't allow certain diseases or maternity care, they may see an increase in premiums because they'll be getting more health care. many, many other people are not going to. i talked to a gardner out in los angeles about his situation and before obama care he was being offered insurance for his workers at about $500 per worker per month. with obama care it looks like they'll be able to afford it about $50 with the subsidies. so it depends who you are but most people who are uninsured or self-insured are probably going to see a very good deal here. >> one of the people who thinks this is going to be a deal is ted cruz. here he is speaking in in january. he sounds like the biggest cheerleader for this program except he sees the opportunity to kill it. >> on january 1 the exchanges kick in a

. >> she's the ron johnson of health care. she put in this major, major program. >> come on, man. >> that didn't test market it, didn't work. >> you -- >> just how it is. >> you can have as many problems you want with health care law but to say -- >> a major initiative, why don't you test market it in markets to see if your technology works? it wasn't done. it's the same issue. you go with the major venture and you have no idea what issues could be. >> so then, why don't we start talking about in the near term what matters, eventually this is probably going to get resolved i don't think you want to buy stocks on this basis for the near term. you have to believe this is a longer term structural change in health care. i think hmos are going to hang in there well. look at someone like aetna, a wellpoint which have self-help issue going on that will help to bridge the gap before we get some of this -- these technologies situations fixed. now you go to earnings and earnings are going to be actually so far okay, right? we have a big
