joining us now to discuss is ron kirk, former u.s. representative under president obama. you very much for joining us i guess the first question is did the president have a valid starting point particularly when it comes to the terms of trade with china >> you know, this is such a dizzying sort of phenomenon to keep up with because, one, you have to separate the president's tweets which seem to be unending from what actually is administration policy. and so of the tariffs that we have going into effect right now i think it's hard to calculate the real value of them because you also have to look at the reality these are taxes being paid by american businesses, as they are in many cases tariffs hurting american businesses and families i don't think you can only look at it as a one side of the ledger analysis. you have to look at it in totality >> but wilf, his question was did you think that the underlying premise from which the president starts, that we had to relook at the terms of trade? is that valid? >> i think, yes, all of us have done that. we did that in the obama a

ron kirk. thank you for being with us. >> always good to be with you. >> thank you, sir. we just heard from the secretary of commerce, wilbur ross on fox business on this new potential hike. excalation of this with china. let's listen to what he said and we can discuss it on the other side. >> well, the reason for the tariffs to begin with was to try to convince the chinese to modify their behavior. instead, they've been retaliating. so the president now feels that it's potentially time to put more pressure on in order to modify their behavior. >> secretary, is this a good way to do this? i think we can argue agree ther issues with the way china behaves on the world stage as is relates to trade and protection of intellectual property and other matters. but we have ourselves in a trade war with mexico, canada and the united states. >> we do not, and as you corrected noted, china's behavior under the rules of the world trade organization have been problematic for some time, but it shouldn't go un

joining me now is the just trade representative ron kirk.ime line here, and that is that there's a new mexican president that gets sworn in on the 1st and congress really needs to ratify this, and so that means they need talks wrapped up with canada by friday. what do you make of this deadline, and what do you think is going to happen? >> well, i don't know. when you consider the fact that mexico and the united states have been negotiating on these provisions for several months, you could make the argument that canada justifiably will argue that they shouldn't be forced into making a rushed decision. but on the other hand i think canada doesn't want to be left on the side lines. and as you correctly noted, this is going to work best if it resembles nafta in that it is an agreement among the nearly half a billion people who live in north america. but i wouldn't be surprised if we don't see canada raise some fairly seriously objections to being forced into having to operate on this short of a time line. >> right, and look, the president wanted

trade representative under president obama ambassador ron kirk.you expect now that canada has joined the talks >> i think we're going to have to see what happens. i think canada will vigorously make the argument that nafta has worked well for the three countries over the last 20 years, and that as a consequence of that, we effectively have an integrated supply chain and manufacturing community among the united states, mexico and canada and that canada should be given the same amount of time to bring any issues to the table as mexico would, but i know canada does not want to be left on the sidelines of a potential agreement, and as you've referenced, i think many in congress want to see canada included, because they are not only our largest economic partner but one of our most reliable strategic partners as well >> so jimmy, is congress going to reassert its authority over trade here clearly members of congress are frustrated they've been left out of this process but do you expect them to do anything >> yes, they are frustrated, and there have been
