so i want to commend orrin hatch, the panel's ranking member, ron wyden and house ways and means committee chair paul ryan. i commend them for providing a framework for moving forward on a pair of the most significant trade negotiations in our history. the trans-pacific and the transatlantic trade and investment partnerships. those of you fond of acronyms, tpp and ttip. now, if enacted, the new bipartisan bill will fully respect and preserve the rights of congress. but it will also give the president of the united states the flexibility that he has to have to negotiate credibly and effectively on our nation's behalf. and make no mistake, the question of whether a president should have trade promotion authority in the end really does come down to whether the united states should even pursue significant free trade agreements. that's what's at stake. during my 28-plus years of service in the united states senate, i had a lot of conversations on this subject with factory workers union representatives, business people and other professionals and often these discussions were heated emotional cha

companies from every sector of the economy today commended senator, senators orrin hatch and ron wyden and representative paul ryan for their introduction of a bipartisan bill to update and renew trade promotion authority, or t.p.a. approval of legislation to modernize t.p.a. is a top priority for the business round table. i mean, you can go on and on. jim greenwood of the biotechnology industry organization he has come out in favor of it. even gabe har witnesses of third way has come out in favor of it. tom linebarger has come out in favor of it. thomas donohue as i said, has come out in favor of it. davis thomas of trade benefits america has come out for this. nancy shea, the national retail federation. we urge congress to quickly pass t.p.a. legislation. peter alger coalition of service industries, has come out for it. i mean, if you start to look at businesses throughout the country, they don't seem to be a bit concerned with some of the issues that have been raised by my friend from alabama because we've covered them in this bill and in the debate on this bill. here's one tech bac

senator ron wyden from oregon, blocked an attempt to extend it to june 5th.nt to see big reforms and maybe even an end to the program said that it has not done anything to save american lives. the government hasn't been able to show any examples of this nsa bulk data collection program, playing a key role in thwarting any terror plots. they basically say this is not the vital anti-terrorism tool that the government says it is. >> where does the white house stand on this, athena? >> well, the white house wants to see reforms. they support the lee foreforms house that would remove the data that's collected from the hands of the government to private companies themselves. listen to what white house press secretary josh ernests had to say. >> we have got people in the united states senate right now who are playing chicken with us. they're in a situation where they're saying to try to do just a two-week extension on -- or a short-term extension. of these critical national security authorities. and to play chicken with that is grossly irresponsible. >> so you heard

i think everyone on both sides of the aisle appreciate ron's intelligence his bipartisanship his steadfastness. mr. wyden: i thank my colleague. i'm just going to wrap up as we move for this first vote here in a few minutes to come back to what this debate is all about. we are starting, of course, with the issue of trade enforcement. but the big challenge is to show this country that we are putting in place a modern trade policy, a trade policy that sets aside once and for all the nafta play book of the 1990's. this overall package in my view will usher in a new and modern american trade policy, and it must start mr. president, with a tough robust effective trade enforcement package. many of the details are outlined here earlier this morning. it is time also mr. president -- and this will be part of our early work -- to upgrade and renew our trade preference program. the businesses and workers who rely on these programs are waiting for this congress to act. the first of these proposals enhances and extends the african growth and opportunity act referred to as agoa. this has been the core of a close econo
