commissioner ronen? >> supervisor ronen: yes. thank you, supervisor -- chair peskin, through the chair to supervisors raphael mandelman and haney, back in november 2017 when we started this whole process trying to improve safety for bicyclists on valencia, i called for m.t.a. to step up substantially, we sat down, they made all these agreements, they doubled, trup willed, quadrupled the enos -- tripled, quadrupled the presence on valencia, and nothing changed. so somehow, just that sustained increased enforcement has not seemed to change behavior which doesn't mean we shouldn't continue it and increase it anymore, but that alone has not seemed to do the work. and so i'm just wondering -- you know, and i would love to invite m.t.a. to this body to have this conversation with them, but is there a -- you know, to answer supervisor haney's question, i just wrote letters to uber and lyft, and i said you're causing all these problems. we expect you to setup -- setup to the plate and do something about it. you have the power to geofence

>> chair ronen: i had one question. since many of the complaints are about staff conduct, i'm wondering what type of strategies have been recommended or put in place to address those complaints. >> i can speak of two things that we currently already have in place. the first is that the committee tracks the name of any staff that come up in a client complaint. i'd like to point out that these complaints are allegations, we do not necessarily have the proof one way or another of whether these allegations are true or not. but the idea is if we have the staff that comes up in multiple complaints by multiple clients, that's definitely a red flag. any staff that comes up multiple times in multiple complaints, their name is submitted to the department of homelessness as well as shelter management to point out that this employee has been plastfl. the other thing is any time clients receive a threat of violence, that is also flagged and sent to the department of homelessness contract monitor, as well. >> chair ronen: and then su

ronen: i want to thank my colleagues. and i want to say, mr. kozinski, you have an incredibly difficult job, and i know that you're balancing a lot on your plate. but i, too, have had a hard time with your department. and even though opening up 1515 vanness was your original idea, when i worked with the owners of the site, lennar, and got them to say yes, i don't believe you would have opened up the center there if i wouldn't have gone to mohamad nuru and mayor lee directly and asked them to open that site because of the crisis on the streets. so i have to agree with my colleagues, supervisor peskin, that it's been very frustrating, the level of burea bureaucracy that we encounter the level of resistance that we experience on the streets. when you say in the last year, there's been 491 net new beds, less than 250 net new beds, that is frankly not responding to the level of crisis that we have on the streets with the urgency that we need to have when we've all agreed that there is this crisis. to be told no every single ti

supervisor ronen? >> thank you. as you all know, my husband, who is here right now, had the honor of working for jeff, and so when we heard the news, i was most focused on him and making sure he was okay, because i knew what it would do to him, but i didn't expect what it would do to me. i really didn't. i have been walking around since friday night feeling like i have been punched in the gut, and just have that hole in my stomach. i don't have an appetite. that feeling that you get when you're you are gutted. and when something really bad just happened and i have been trying to understand, aside from the obvious that we all feel about losing jeff in our city, i have been trying to understand how it feels so deep and so personal to me what i have been thinking about, and what i've come to realize is that there is very few people in this business of politics that go into it because they feel that society has broken, and that there is a whole class of people, if not, you know, sometimes it feels like the majority of u

supervisor ronen. >> supervisor ronen: yes, thank you, colleagues. this has been quite a frustrating experience dealing with this ordinance and the antics of the trump administration. the d.a. approached me over the break to inform me for the first time in their experience that the trump administration was demanding that they would extradite a man who was accused of raping an unconscious woman in his vehicle if the d.a. signed a letter informing d.h.s. of the disposition of the case -- in the case that the individual was granted bail, there wasn't -- the judge didn't file probable cause to continue with proceedings or if the individual was acquitted. this is the first time a request like this was ever made to the d.a.s office aside from the fact that they've had to seek extradition of individuals accused of crimes many times in the past. once again, as we found time and time again with the trump administration, he was more concerned about exploiting a crime than about working with the local district attorney's office to bring charges against an indiv

thank you, super ronen, for bringing this legislation forth. since june we have had some progress on a few projects and i want to highlight a couple of them. margaret haywood playground that broke fall last year, it was an application for electrical service demo and transfer -- transformer removal. which pg&e we were appreciative of the efforts that mike reardon has put forth where they'll have removed and scheduled for february 27th. another one for burtrill hill, they're doing a renovation project out there that is also scheduled to be energized by the end of february as well. and so those are just a couple that have changed and kind of progressed since june which we were appreciative of. but there are still a few outl outliers and any delay further adds cost and also for the community benefit it just has a drastic effect. and the civic center right out here in front of your offices, as you have noted, we have had a couple great additions. we had the helen gillett playground and the cafÉ and the ice skating rimpg during the fall as well. and

so with that supervisor ronen. >> yes, thank you for that.you know, i just want to note that the mayor is putting forth all of these proposals to streamline and hasten the review and the approval of affordable housing projects and cutting lowal fees that we change -- local fees that we charge to these projects and p pg&e undo that great work because they increase the cost to those projects and they delay them. so the impact on the city cannot be overstated. and some of the good works that we're doing to try to deliver these essential units even faster is completely undone by the behavior of this company which is actually regulated. i would just say, not sufficiently regulated, to the point that it feels like it's unregulated. >> exactly, unregulated. >> you did say unregulated and i understand why you feel this way because it certainly does feel that way. you know, i would also encourage my colleagues if you can get pg&e at the table the way that i have been able to and to sit down with the city departments and to go over every project in you
