go ahead supervisor ronen. >> supervisor ronen: sorry. so the vast majority of people are people of color and that's the vast majority of people who receive fines, who get caught up in a criminal justice system when they don't pay those fines and in two cases that i've been intimately involved in who were placed in deportation proceedings granted that was a long time ago, it was about eight years ago but it still happened and that's what it has to do with people of color being a majority of riders on the buses. and, when we are talking about who cares about this and who doesn't care about this, what i will say are the people that have a really hard time paying for $3 every time they get on the bus because they have a hard time paying for their rent and they have a hard time paying for their food and they have a hard time affording the most expensive city in the united states, that 3 dsz or that $81 a month makes all the difference in the world. so these grand pronouncements of who cares about this and who is about this are peoples' main c

supervisor ronen. >> supervisor ronen: thank you so much, chair peskin. colleagues, this item is a resolution declaring the board of supervisors' intent to call a special municipal election this fall. in april, the campaign to recall governor newsol which means there will have to be a statewide election date set for some time in the fall. in anticipation of that outcome, the city attorney issued that memo random on march 24th with the clarification and guidance on the extremely unusual situation by the recall. the city is not required to hold a statewide but the board may by resolution call for that to happen. last month's announcement of the attentive appointment of the city attorney as the next general manager of the sfpuc and therefore likely up coming resignation of from his elected position as city attorney makes it critical we begin planning now. the city attorney has played a lead watch dog role and the new city attorney will be expected to investigate the web of bribery and fraud that has been revealed over the past 16 months. to do to without any

supervisor mandelman and peskin and ronen had a hearing back in march. they talked about how much commercial retail -- excuse me commercial rent backed up for many people, many businesses. what we are trying to find out in this hearing is what we can do as government, how much available grants are there from all government sources municipal, state and federal to help businesses with gross receipts under $15 million with unpaid rent. that was generally as a result of our health orders. i know there are conversations about dealing with the rent, pandemic rent. very similar to the conversations we have had at the budget committee, i can tell you with confidence how much we put aside to help tenants with back rent. commercial retail tenants. i can't say that with certainty. the bla report that retail alone predicted between 165 to over $300 million in back rent from april of last year through the end of this year. this is a crisis because the commercial eviction moratorium might expire june 30th. we need a handle on how much we have in grants to provide to h

thank you, mayor breed, for your leadership, and thank you, supervisor ronen, for your leadership., again, to the latino task force, and your help in having us develop comprehensive, culturally appropriate outreach, testing, contact tracing. what you determined and helped us establish, the low barrier, the low barrier that every door needs to be the right door. bureaucracy wasn't always the right door at the beginning of this pandemic. i admit that, but we adjusted, and we evolved, and that's why we are here today, having 60% of san franciscans eligible to get the vaccine, with numbers lower than they've ever been. we are doing relatively well there, especially when compared to other vaccines across the city, where latinos represent only 12% of recipients, again, emphasizing the need for these neighborhood access sites low barrier drop-ins. the city's dashboard shows that for d.p.h. vaccines, the neighborhoods with the largest number of vaccines received are the bayview, the mission, and the excelsior. so on behalf of the whole department, i want to thank you all for your work and

think amy by -- this is amy bynart, legislative aide to supervisor hillary ronen., there's flowercraft garden center, which has a unique and vibrant history with deep roots in san francisco. the founder of flowercraft, philip lerner, now in his 80s, opened the business 40 years ago. it has an ever growing number of dedicated, intergenerational clientele. the company regularly donates to many local nonprofits and schools, including city of dreams, district 9s own drag queen bingo and homeless prenatal programs. it donates christmas trees to several organizations during the winter holidays. while the surrounding neighborhoods continued to change, flowercraft has remained a constant. it has served district 9 in san francisco for decades. and then second, but very much not in second place, is lyon-martin health services. lyon-martin was founded in san francisco in 1979 to provide access to health care for lesbians and soon to become a model for culturally sensitive community based health care. now, in its 42 year, lyon-martin health services is a community run nonprofi

. >> clerk: supervisor ronen. >> thank you, colleagues. first, i want to thank supervisor preston for that letter of inquiry. i'm looking forward to the response. today i'm declaring a resolution declaring the board's intent to call a special municipal election this fall. just yesterday it was reported that governor newsome met the threshold to trigger a vote. that date will still yet to be set, but expect it to be sometime in november or early december. while the diem is not required to hold a municipal election at the same time as [indiscernible] -- yesterday's announcement of the potential departure of attorney herrera makes it even more critical that we begin the plan now. state law requires that we have 125 to 130 days between the election. this could make an election difficult to plan and prepare. o our city attorney recommended that the board recommend an earlier election [indiscernible] recall election and that's what i'm today today. this will allow the department of elections to prepare and to make sure they full these two critic

in the meantime, supervisor ronen. >> supervisor ronen: thank you chair haney and thank you supervisorssion last week and i wanted to add my $0.02 and hopefully i won't have to even pay that when riding muni this summer. i believe that this is a really, really smart investment for the long-term future of public transit in san francisco. i think that people are still scared to get on public transit and being able to try it out without paying quite frankly, a lot of money for a ride, i can't even believe how expensive muni and bart have become. this is a chance to regain confidence, to try it out and to send a message to san francisco that we have their back during this time when they're trying to economically recover from the pandemic. and that one way we can help and they can rebuild their lives and get back to work and school is through public transit. as a transit for environmental reasons and congestion reasons, we want to encourage every single way we can. i don't know a better way than to have a pilot program to make muni free for three months. when i worked for former supervisor,
