so we are roosevelt people. we do believe in the public institutions and the safeguards that were created so many years ago to protect the little guy and the little gal against gouging. and i believe in this bill by and large and far from perfect we have continued to do this. this bill does protect public and consumers by focusing on five priority areas. it protects investors from fraud and manipulation and i'll elaborate on that. it safeguards the financial system from abuse and illegal practices such as money laundering, deciphering complex tax code provisions so that the taxpayer can accurately file a return,. promoting a fair and robust safe marketplace by preventing fraud and enforcing it against unfair business practices. and also by working with small business and being able to make sure that our agencies that are in charge with enforcing the rules to protect against abuse are funded. now let's go to the securities exchange commission. without enforcement, you could have every law on the books. you could

this latest one happened here at this target on the 11,000 block of roosevelt boulevard in northeast philadelphia and police were called by target security around 1:15 a.m. a silent alarm went off and when officers got here, they saw the back door was sawed open, insulation was pulled from the door. there was a hole that was about three fight by 3 feet. the fire department positioned a ladder on the roof because when officers arrived, they actually spotted at least one of the burglars on the roof but when those officers -- when he spotted those officers, he had run back inside the store. there is some activity happening here. police are telling to us move back a little bit. so, it's unclear what exactly is happening live on scene here so you might want to take that live picture just because we are waiting to see if anybody was captured inside the store. of course this is a developing story. target employees, when they arrived here, saw those -- viewed the security monitors and they actually saw the suspects running around inside the store. they were trying to hide in a storage area.
