cnn's rosa flores is there in santa fe, texas. rosa, can you give us an update on what you are seeing and hearing, the latest? >> reporter: you know, dana, a lot of very intense moments here in santa fe, texas. according to the harris county sheriff, between eight and ten people are dead, most of them students. others are injured and have been transported to the hospital. now, i want to take you to the scene here, so take a look, this is a very active scene. according to the sheriff, he has his bomb squad here. they are scouring through the scene to make sure there are no other individuals who are in harm's way. this is a multiple law enforcement agency response from local, state and federal partners here. here's the timeline. according to the sheriff, shots rang out at about 8:00 a.m. this morning. according to witnesses that cnn has spoken to, these are students who were in their first class of the day. they said that they heard a fire alarm go off. when all the students went out, that's when the shots rang out. now, according to

rosa flores is on this story for us, and, rosa, is it the case that the government is saying this isact, and we are not responsible for the whereabouts of these children? >> reporter: you're absolutely right, poppy. as shocking as that is. now, we continue to ask more questions because as we looked at the report closer, we learned that in fiscal year 2017, which is where they get this 1500 number, they actually dhs referred 40,000 children to health and human services. and it happens to be that in december they checked on 7600 of those children. and they couldn't account for 1500. so we're asking more questions, poppy, because so did they check on the other children, the other tens of houses of children? have they checked? are those children accounted for or not? we're still asking all of those questions. what hhs did tell us is once a child is placed in a home with a sponsor, so this is a parent or a relative, then they say, quote, he or she seizes to be in the custody of the united states government and all hhs provided subsistence ends at that point and the child becomes the respo

let me go to rosa flores, our correspondent on the scene. rosa, it is no doubt very emotional there with parents who have come to the scene to try to find out what happened to their children. other students and teachers having fled the scene. tell us what you're witnessing there at santa fe high school. >> you know, jake, a lot of very intense and tra mumatic moments for these students and parents as well, as a lot of the parents tried to reach out to their children and also children reaching out to their parents. you can esee this is still a very active scene. al of the students were transferred to another school to reunify with their parents. as you've been talking about on your show, there are multiple crime scenes here, not just the school you see behind me but also other areas that law enforcement still need to search in search for those potential explosives. but as we were saying this is very intense and traumatic for a lot of the families. take a listen. >> we heard the alarms. everybody just, you know, started leaving, following the s

cnn's rosa flores is joining us with a fact check on this.e really of these kids are missing, is this a case of sponsors may not want the government to know where these kids are? is it possibly both? >> reporter: you know, the answer is that we don't know because the federal government doesn't know. we do know that the undocumented community usually lives in the shadows. so that's at play. we also know from a 2016 report that some children have been trafficked. this is a report by a senate subcommittee. so that's a real concern. here is what we know about these lost, missing children -- in the fiscal year of 2017, the health and human services had about 40,000 children referred to them. last december, they checked on about 7,600 of them, and they couldn't account for 1,500 of those children. they don't know where they are. and they are also not tracking them anymore because they believe it is not their legal responsibility. now, this weekend, president trump tweeted the following, saying, quote, put pressure on the democrats to end the horrib

our rosa flores is live in santa fe. you were at that press conference with the harris county sheriff where he gave a lot of information, none of it uplifting. >> reporter: a lot of information coming in, kate, and the sheriff warning a lot of this is preliminary information. the sheriff saying that there are between eight and ten fatalities. now, they are still searching the school. they have a bomb squad. they won't go into the type of weapons, the amount of weapons that were used in this case, but they do say that one suspect is in custody and another individual is dedetained. they won't release the names of the individualindividuals, but point we know from the sheriff these individuals were students. that's what they're telling us, these individuals were at the school. here's the timeline we know so far. according to the sheriff, the shots broke out about 8:00 a.m. according to witnesses that cnn has talked to, students said that they were in first period when they heard a fire alarm go off, or an alarm go off of som

rosa flores is live with more. how does this work, rosa? >> reporter: well, alisyn, good morning.mentioned, this is garnering a lot of attention, especially after an announcement made by attorney general jeff sessions earlier this month saying anyone who crosses the border would be prosecuted. we know a lot of them are mothers with their children, will be prosecuted and separated from their children at some point during prosecution and the children were end up in the custody of the united states. of course the problem and the question is how can the united states lose 1,500 children? this is not a situation isolated to the trump administration. the senate permanent subcommittee on investigations has been investigating this for 26 months. that goes back to the obama administration and issued a scathing report back in 2016 saying that the policies and procedures were just not adequate to keep these children safe. some of those children ending up in the hands of traffickers, according to reports by the subcommittee. and of course the members of the subcommittee very concerned about w

our colleague rosa flores has new reporting from the county sheriff. what are you learning? >> we finally have more information regarding what happened inside santa fe high school. this is from the galveston county sheriff. he said this shooting lasted about 30 minutes. now 4 minutes into the shooting, that's when officers arrived and they engaged the shooter. then hear this, this was a 25-minute gun battle. when i say gun battle, we clarified this. there was cross fire. there was a section of cross fire there. so the big question, of course, and i'm sure this is what you're thinking as well, so all of those victims, were they shot by the shooter or were they caught in the cross fire? when we asked the sheriff to clarify, he said we were going to have to wait for the autopsies for the medical examiner to conduct the autopsies before we'd learn that specific answer. which, of course, is extremely concerning to you, the viewer, to everyone, to us as journalists, trying to learn more and answer those questions for the politics. and, of course, for the families of the victims. >

rosa flores is on this story, she joins me this morning from san antonio, texas.ll us? >> reporter: well, poppy, one of the basic questions here is how does the u.s. government lose track of these 1500 children? let's talk about the process a little bit. they end up in the hands of the department of homeland security, the homeland security transfers them over to hhs, health and human services and it is human services that then places them with a sponsor, whether it is a parent, a relative, or a nonrelative, and now those individuals are vetted to make sure that these children don't end up in dangerous situations. well, in december, hhs checked with about 7600 of these children and that's where we get that 1500 number of children that are unaccounted for. now, it is important to know too, poppy, unclear if these children are in danger, but we do know that the undocument population does live in a shadow community. so it is unclear exactly where these children are, and if they are in danger or not. >> this all came from congressional testimony that was given about a

i want to get straight to our rosa flores who is there on the ground at the scene. rosa?er: well, erika, this school turned into a crime scene. so sorry about that. this school has turned into a crime scene. can you take a look behind me. it is a very active scene right now. authorities telling us they have found explosive devices both on and off campus and they are working to make sure that this community is safe here. now, a lot of information is coming into our cnn newsroom at the moment. we know that the suspect has been arrested and that there is a second individual that has been questioned and is being questioned. he has been -- said that he is an accomplice. we're still waiting to learn more information about that. you can see there's a lot of activity right now here on this scene from the department of public safety, a big trailer. we've seen a lot of these vehicles, both from local, state and federal agencies. about the injuries, we know that ten individuals are dead, including nine students a teacher. and we've also learned about injuries. at least 12 people are
