. >>> well, rosalind jordan joins us live from washington, d.c. roslind, why has the president changed this by now? >> well, that's very precise about what the bomb administration has decided to do. they're giving this equipment the chance to upgrade egypt's tanks, the f.-16 fighter jets. they're giving this equipment for what they say are national security reasons. and certainly they're looking at the ongoing instability in the sinai peninsula as well as the intelligently going stability in neighboring libya. this has nothing to do with whether the u.s. believes egypt is doing enough to improve it's human rights record, and improve its treatment of journalists. whether it's doing enough to improve its treatment of political opponents. the obama administration is basically saying that it does not believe that egypt has made improvements in these areas and, in fact, it's going to restrict how egypt can use the aid that the u.s. is going to be requesting for it in future years basically as a way of saying you need to get your house in order. >> rosl

. >> well for more of this to the reaction of john kerry's comments is rosalind jordan. roz do you think he meant to say what he did? did he say too much maybe? >> well barbara, when you take a look at what secretary of state john kerry said in a televised interview he did not say specifically that the world should be negotiating specifically with bashar al-assad. when you take a look at what he said, he did talk about the need to negotiate with the assad regime. and that might be where some of the confusion, at least as far as the state department is concerned, is coming from. the state department's position has been and continues to be, according to aids here, that bashar al-assad is not the legitimate leader of syria and needs to leave. and that the only way to achieve that is going to be through some sort of political settlement. but they stress that does not mean that bashar al-assad would be sitting at the table for that negotiation. >> and roz since i.s.i.l. pushed into iraq over the summer most of the international discretion has been focusing on iraq rather than
