. >> now our washington correspondent rosalind jordan has more. >> there are a couple of reasons why.s. defense secretary ash carter called on members of the gcc and other military east countries, too, do more militarily against isil. first they had to combat the perception that the u.s.-led airstrikes against isil are really only u.s. airstrikes against isil. carter wants to underscore the point that other countries have been taking part in the air war, and countries there from the beginning including jordan and the unite the arab emirates should be more involved and engaged in destroying isil's infrastructure, and in terms of going after isil fighters. here in the united states notably a number of congressional republicans want to see a more robust u.s. military operation against isil, both in syria and in iraq. carter's mission on wednesday was to persuade these senators that the u.s. military could theoretically carry out a large scale operation against isil, but that from a long-term practical standpoint it would be extremely ill-advised. >> well, leaders of the gulf corporation

rosalind jordan, al jazeera, washington. >> let's get more from peter sharp in moscow.what is russia's take on these talks? what are they are going to be putting forward? >> reporter: i think russia is delighted that the momentum continues. there has been no mention, of course, of assad's future and that's very much key to russia's philosophy when this comes to these talks. but i think you'll find that although putin was pretty adamant that only the syrian people would decide who will run the country, it's pretty much a given in the kremlin that assad will have to go. the problems facing now -- russia now, is that the five members of the security council have yet to come up with this draft resolution. it was supposed to have been agreed to last night and russia was leading the talks on that. but it hasn't happened. and it's got to go through today to allow the bakes peace process to begin on january 1st. it was agreed last month in the last meeting of the peace negotiations. but there is a split, it seems, in the -- in the u.n., vitale, rush arussia's ambassador says s

rosalind jordan monitoring events in riyadh.st up, let's talk about what the gcc countries are doing in terms of trying to end the war in syria. are any of those nations actively involved in the airstrikes? >> yes, the gcc countries have been working from day one since the beginning of the war in syria to try and support the rebels in their effort to topple syrian president bashar al-assad. that situation has gone through a lot of phases from the expectation on the gulf countries that the u.s. was going to bomb assad after he used--banned weapons against his people there according to the reports. and then the frustration that the u.s. shrinked from that after assad offered to give up those weapons. then they moved on to a phase where the americans offered to train the rebels, that didn't get many results. it's been a long list of frustration on the gulf of the gcc countries. they're criticizing the u.s. role-- >> but first of all can we establish if any of the countries are involved in the bombing campaign still? >> yes, we all

we'll stay with these live pictures and talk to my correspondent rosiland jordan. rosalindnificant is what we're hearing from mr. carter? >> reporter: well, the defense secretary said that saudi arabia and other members of the gcc have been preoccupied after their initial air strikes against isil targets notably in iraq, but also in syria. they have been preoccupied with the ongoing civil war inside yemen. and this has been something that the administration has not talked about publicly for sometime. but they were not pleased when the saudi-lead coalition started putings air power and troops inside yemen, because they felt that this was basically turning the u.s.-lead coalition, into a western coalition, not one that included support from neighbors of iraq and of syria. so to have ash carter come back out, peter, and say that the saudis and other members of the gcc need to refocus their efforts is important. it's also worth pointing out that much of the military hardware which the gcc countries have, they have that equipment because of their relationship with the united sta

. >> let's speak now to rosalind jordan. she joins us live now from washington, d.c. what are they telling you about their expectations in riyadh? >> well, the obama administration has been concerned for some time about the fact that airstrikes have been carried out by the u.s. themselves not by the other members of the coalition and certainly not by the members of the gcc in any appreciable numbers since this time about a year ago. and so they're very concerned about the perception especially with the rising concerns about the potential for civilian death in these airstrikes that this could be perceived as an u.s.-only operation, and not one that is being taken out by the members of the coalition in which 65 countries are taking part. so this is really a chance to try to convince the members of the gcc and other middle east countries that the fight against isil is not just one for the u.s. but for the entire global community and certainly for those countries in the region particularly since isil has tried to use some parts of the sunni tenants to justify its existenc
