and speak with rosalyn jordan. the secretary of state has been talking about the collapse of this truce. what has he said? >> well, one thing that john kerry did not say in this particular statement, adrian was that the ceasefire is considered dead. what he did say was that the international community really needs to step up to put pressure on hamas to honor its commitments under the terms of the ceasefire, which apparently took the better part of a week to negotiate. he also reiterated that the u.s. is standing by israel's efforts to try to recover the soldier who apparently was captured about 90 minutes after the ceasefire started at 5g on friday. this is hour, a very difficult situation for the u.s., because it seems every time that there is a moment where they might be able to get the warring parties to the negotiating table and try to get them to work out their differences, everything falls apart and then we're right back to square one. >> is the secretary of state willing to -- to -- to renegotiate this truce

let's take it to rosalyn jordan in washington now.re does this leave the next step for kerry's diplomatic plan? >> sammy that is a big question, because it was very interesting to hear the gentleman from ramallah indicating that the palestinians were still traveling to cairo. the envoy was supposed to be traveling to cairo today as well, we don't know whether his plans will be changed. we still don't know officially what the u.s.'s position is on the apparent breakdown of the ceasefire so soon after it took effect but to come to the larger point of what happens now, i don't think you are going to see the obama administration abandon its efforts to try to stop the fighting between the israelis and hamas. yes, they are very cognizant that both sides have deep grievances, but they also know the mounting death toll inside of gaza is certainly a cause for alarm. and the attack on the school on wednesday in which a number of civilians as well as un workers as well were killed, the u.s. is desperate to try to stop the fighting. >> all right.

rosalyn jordan has more. >> u.s. aid came under fire for creating a twitter type app which was trying to foment revolt in cuba. now u.s. aide is denying another program that was designed to foment dissent in cuba, recruiting young people to go to cuba to work in hiv-aids clinics. to provide information not so much about transmission of the disease but spread the idea of trying to change the deposit. that is according to the new story from the associated press. the state department insists that the program had a dual function and it was trying to provide an opportunity to increase political awareness among young cubans. however the cuban government is not looking favorably on this program and neither are these young people who say they thought they were simply making new friends but instead tell the associated press that they feel they were misled and perhaps being used. of course u.s. has had a long history of mistrust in latin america, because of past reports indicating that u.s. aid and affiliated programs might ha

rosalyn jordan joins us. roz, you were in a state department briefing, i imagine that was a hot one. what is the latest? >> the state department is standing behind the u.s. i.d. program, which jen saki took pains to are stress, was being administered by a contractor. non-u.s. citizens we should stress to go to cuba to ostensibly work in a program that would promote democracy. but that wasn't the publicly stated program. they were also officially working in hiv clinics and using the clinics as a venue to try to engage in political work, trying to recruit young cubans who might be interested in changing the government. obviously the cu cuban governmet isn't happy about this situation and there was a lot of back and forth about this program and whether u.s. i.d.'s beings mission of promoting health and welfare around the world was underscored. listen to today's briefing. >> this is not a covert program. there are programs done discretely. >> but the mission of the program undercuts the work which ngos tell me th
