congressman, whaflts it like to be in the rose garden there today?n't help thinking as i was watching it, if there were a republican president, none of that would be happening today? >> i think that's certainly the case, lawrence. that was certainly my observation as well at the rose garden during there important ceremony. i'm very grateful to the president for taking action. as you know, it's been a difficult few weeks if boulder, colorado, in my community is very much healing and grieving after a terrible tragedy occurred at the king supermarket, my constituents made it clear inaction is not an option. a number of us in congress have been imploring the president to take action and take steps to save lives. we sent a letter to him last week requesting he have a concealable assault-style weapons used allegedly by the shooter in boulder as well as if dayton, ohio and other location across the country, where tragedies like these have occurred and we are grateful that the president took that step. he announced he would take that to promulgate regulation

you mentioned some of the other attendees in the rose garden.oman gabrielle giffords is expected to be in attendance. the significance that she was shot in a superintendent in 2011. a lot of emotional words. we expect to hear from the president, vice president and attorney general with perhaps more emotional reflexes from those in attendance. >> monica, stay with me if you can for a few moments. president biden joined by members of congress raising the question how is he supposed to get any gun legislation passed in this evenly divided senate e. saying pretty plainly, he will not vote to end or weaken the filibuster. >> before we get to filibuster where are their points to bipartisanship. >> to the degree there is anything in agreement, it's probably red flag laws. 19 states have those. some are reddish states like indiana and florida. there is a model red flag legislation being proposed as part of the actions put forward by the white house today. if i am watching any of these as the kind of thing that may get bipartisan support, it's that. conn

i look around and see such brave survivors in the rose garden, public servers who have devoted their lives to dealing with this, advocates who feel strongly and are pushing every day to make their rational changes and courageous parents and family members. i know the progress, even in this most difficult of issues, t is possible. so folks, this is just the start. we've got a lot of work to do, but i know almost everyone of you sitting in the garden here, none of you have ever given up. i'm not going to give up now. the idea that we have so many people dying every single day from gun violence in america is a blemish on our character as a nation. let me say to all of you, god bless you, but most importantly, the memory of all the many of you who have lost two senseless gun violence. now i would like to send it over to the attorney general for him to speak and make some comments. i hope i get a chance to see some of you -- >> harris: we are going to paul away from the president as he hands over the microphone to others in the rose garden. today he's talking about a gun violence plan he

the president is expected to announce a series of limited executive actions in the rose garden today. those include banning so-called ghost guns and barring stabilizing devices like the one used in the boulder mass shooting. >> and one more pivotal struggle on the white house agenda, preventing another coronavirus case surge. dr. anthony fauci sounding the alarm warning the u.s. could be primed for another spike, not just an increase, but a spike in new infections. jeremy diamond is at the white house this morning with more on president biden's actions on gun control. jeremy, there's a limited amount the president can do via executive order. what exactly does he plan to do? >> yeah, no question that the steps that we're seeing from president biden coming out today. these are limited steps. they fall far short of what he promised to do during the 2020 campaign. but senior officials have been telling us over the last 24 hours or so that these steps the president is going to announce today are just the beginning of his efforts to tackle the issue of gun violence in america and, obviously

noticed while the president was speaking, the nra was tweeting out or making a statement that the rose gardenit. the only circus around the nra is their bankruptcy and fraud issues that they're dealing with right now. every level of their leadership is a hot mess, and so i just take everything they say with a grain of salt. but the question you're asking is a bigger one, which is what do we do about a misinformation campaign that continues to put out the same kind of rhetoric that has stalled gun safety legislation for a long time. you saw the governor of texas tweeting during the president's statement that he's going to makes texas a second amendment sanctuary state, and then just hours later had to give the usual thoughts and prayers after another mass shooting in his state. i think we got to take it head on. i think we got to tell democratic senators that it's time to be done with filibuster excuse. it's time to be done with using senate procedure as a smoke screen. instead, we got to use the mandate that the american people, that the people of georgia gave to congress, and actually get re

let's look ahead in the rose garden, what specifically is president biden going to be laying out? >> the president is unveiling six executive actions, halle. these are all done unilaterally. even though candidate biden has promised to do more on what he called common sense gun control legislation. that's currently not an option. there doesn't seem to be a path forward on capitol hill. so instead in the wake of those shootings that we saw not just in georgia and colorado and in california over the last month or so, the president is unveiling these specific actions, most of which are in coordination with the department of justice, specifically, he's going to ask the doj to issue a rule on what is known as ghost guns. these are weapons that aren't traceable or subject to background checks. they're going to be looking into action on stabilizing braces. in addition to publishing red flag legislation that can be a guide for other states to follow. and a report on firearms trafficking. the reason all of this is being done by the president and the white house now, they say, is because, ag
