i'm rosemary connors, nbc 10 news. >> this is a common scene in the lehigh valley, struggling to dig out of this snow. randy gyllenhaal is helping drivers get going in the snow for the second straight day. he's live tonight in allentown. driving there has not gotten much easier, has it, as the snow refreezes. >> reporter: we are seeing cars getting stuck and school buses will have a tough time getting down the narrow streets. we're learning that both allentown and bethlehem public schools will be closed tomorrow for a third straight day. it's tough to get around anywhere in the lehigh valley. we even some flakes falling earlier this afternoon. it took plenty of horsepower with the help of manpower to get this car out of the ice in ail listen town. >> cars are stuck everywhere. >> reporter: across the city disabled vehicles left and right including randy stuck in a back alley. his suv going nowhere. >> there's so much snow on the roads. >> reporter: but he got some help from strangers on this block. >> it's slippery. >> reporter: who spent the day digging people out, lending a hand fr

nbc10's rosemary connors is joining us. rosemary, police say this shooting was random. >> reporter: jacqueline, charged as a fugitive with an illegal weapon, tonight the suspect is in the camden county jail. authorities in philadelphia identify him as 29-year-old lawrence mitchell. officers in gloucester township were the ones who picked him up. now he awaits extradition and a hearing back to philadelphia. with a gunman on the loose, authorities shut down parts of i-95, spring garden street on monday night. concerned that the gunman would strike. according to philadelphia police, suspect lawrence mitchell shot at random into the parking lot of delilah's nightclub near front and spring garden streets. they say he was perched in the fifth floor window of this building under construction, aiming a high-powered rifle at the parking lot. investigators tell us he fired as many as three shots. a woman was walking to her car but was not injured. two of the bullets did hit this white chevy pickup truck. >> detectives from philadelphi

reporting live on penn's landing, i'm rosemary connors. >> all right. look at this.ive pictures in the eastwick section of philadelphia. just flurries coming down. nobody should panic. nice to see some snow for a change. >> for a change. they're not going to stick around. right? right? >> yeah. that is correct. it does look a little scary in some areas, this is the same picture that we showed you just about ten minutes ago. i-95 at south philly. and the visibility is really gone down. it means the snow has gotten heavier. but take a look at this. this is the same exact time. live. same exact city. philadelphia. we're just looking in a different direction and the camera's a couple miles away. that's the expressway. no snow, no visibility problems. that's -- you don't see that very often. all right, this is the areas of snowshowers, coming through. and it gets briefly heavy. so there we are in south philly. with the snow. but much of the rest of the city is dry. so this continues for wilmington, 4:35, washington township. 4:54 winslow. that's that particular snowshower

. >> nbc10's rosemary connors broke the new details this morning at 11:00. rosemary, police tell you this was a random attack. >> they do, jacqueline and erin. authorities tell us the suspect is 29-year-old mitch. right now he is on the camden county jail on a weapons charge. philly police have wanted to nab him for days as they've considered him armed and very dangerous. police have been on the hunt for lawrence mitchell since monday. that's when they say he opened fire from this fifth floor window of this building under construction near front and spring garden streets. according to investigators, mitchell used a high-powered rifle with a scope to shoot as many as three times into the parking lot of delilah's nightclub. the bullets missed a woman getting into her car but hit this white chevy pickup. philadelphia police call the shooting random. on monday with the gunman still on the loose, they shut down parts of i-95 and spring garden street. right now law enforcement in camden county is working with philadelphia police. authorities tell me the next step f
