i'm rosemary connors. >> and dray clark. the water started flowing around 4:30 this morning at the 17th street overpass. randy gyllenhaal was the first reporter at the scene. randy, update us on the conditions there now. >> reporter: good news, all the lanes are finally back open after four hours. take a look at the vine street expressway moving once again but you can see water and ice still forming down there especially in the lanes. take it easy. this all happens after a water main tore open an eight-inch main sending cold water onto the highway, streets and sidewalks. penndot crews were working to clear the snow and ice that formed after the water froze over. it was an ice rink for hours on the vine. water from the leak went underground into the underground steam pipes that caused this amazing scene. they say when it gets this cold especially temperatures almost at zero. temperatures are likely to burst and flood. >> when the water temperature drops below a certain point, you see a much higher rate of water main breaks. w
