rosen: one last thought? mr. marshall: i want to know why so many companies are giving money for ads if it is not working. mr. holden: they are giving it so their voice can be heard. marketplace of ideas. both sides do it. whether they are effective or not, who knows? these candidates elected in 2014 that flipped the senate will be up in six years. people vote on issues particular to them. both sides run a lot of ads. that is how it is, for whatever reason. mr. smith: higher spending doesn't on the public. the public votes based on information. repetition is the hallmark of learning right? if you repeat yourself, you will remember it tonight. that is how you get through. it helps voters locate candidates on the political spectrum. in a sense, i think what mark and bill are right, the ads will not change the minds of people who have strong perceptions. they may not change them generally, but they may inform a voter on where a candidate is on a particular issue. mr. rosen: one last set of questions. our job is to f

james rosen has a look at what was written in the e-mails but first, ed henry. good evening, ed. >> good evening, shannon. with all of that trouble brewing back in washington hillary clinton tried to escape to new hampshire and talk about the economy but the ethics questions followed her all the way to this local brewery. >> i'm glad that the e-mails are starting to come out. this is something that i've asked to be done as you know for a long time. and those releases are beginning. >> this drama started earlier this year with the revelation that hillary clinton had put all of her official e-mails on a private account on a personal server so it's actually not clear she initially wanted the e-mails to come out. as the state department today released the first batch of 55,000 pages of official e-mails that clinton turned over there was a new revelation. some of the 1,000 e-mails relating to the arrest of the possible suspect in the benghazi terror attack needs to be classified after the fact. >> i'm aware that the fbi has asked that a portion of one e-mail be held

we have james rosen with a look at the city with problems plagued by this process. first, leland is in baltimore with a look at the charges. good evening. >> reporter: good evening. all six of those officers are in custody but we have learned the one charged with the most serious of crimes has already posted his $350,000 bail and could be at home asleep with his wife tonight. charges including second-degree homicide came less than 24 hours after police gave baltimore's state attorney a confidential police report on the death of freddie gray. a 25-year-old man who ran from police and ended up dead after a ride to the station house. marilyn mosby read the entire charging document at the press conference. all of the officers face felony charges, including assault and misconduct in office. the police wag don driver charged with second-degree murder and could face more than six decades in prison. >> to the youth of this city i will seek justice on your behalf. this is a moment this is your moment. >> reporter: neither hundreds of police in the national guard could dampen

todd rosen blooj from s&p capital iq joins us now. what do you think, are sern etfs inherently more dangerous and could they pose in a time of stress a real risk to the financial system as the sfoc suggests? >> there are some that are riskier than others whether you talk about emerging bonds or stocks but plain vanilla etfs tied to the bonds are not risky and not a threat to the overall market place. >> so the retail investor who buys the more traditional etfs does not need to worry about that particular risk given the fact there is always risk in investing certainly, but as you mentioned, most etfs don't pose a systemic risk. >> right. like general electric and johnson and johnson are strong and so are those bonds and the etf that holds those underlying securities will have strong liquidity. if it doesn't trade that often, you might not be able to get out as quickly as you want to. but the good thing about etfs, you can trade them intra-day. >> and let's talk about mutual funds and they are put under the microscope here too. and i as
