and also a couple of earlier one s, particularly the book by morganson and rosner is full of the politics of what was going on. so i am convinced that the federal reserve did not have the political power and what would have happened is that it would have been embroil ed, it would have been embroiled in these debates about social policy. greenspan testified, testified before the senate banking committ committee, he said that we're worried -- i think he said "we," and it probably was fair to say "we," because a lot of us were worried, that we believe that a systemic crisis is likely if we do not have reform. so greenspan was very much out there. and congress absolutely refused to accept any reform. now, keep in mind, this was complicated, also, because president bush's hud kept pushing up the goals. this was president bush. so, and president bush kept talking about the ownership society. and he kept celebrating the home ownership rate. so it was not just the democrats, it was republicans, as well. so greenspan wanted to protect the federal reserve's -- freedom is not quite the right word, b
