supervisor ross mirkarimi. supervisor mirkarimi: this is an inoculous measure. it really is for all intents and purposes. it does not do anything prescribed, it doesn't mettle in the inner working of the police department. i've been working with the police department a number of years on these kind of matters and i agree there's an unorthodox assertion that the board of supervisors should not take these kind of leaps or steps but at the same time, we're the ones who answer constituent concerns about public safety. we're the gatekeepers that people come to complain to us the most about insufficient response or insufficient resources on the police department but yet, we're all the ones for over the last five or six years have done our homework on what other cities are doing. and they have demonstrated, i think, with sound proof as it has been well documented, too, by perf, which i sit on the executive committee with the police department that has become the the idea for the chief to make these reforms and prior to

president chiu: supervisor ross mirkarimi has made the motion. it's been seconded. let's continue down the roster. supervisor mirkarimi: there's a lot of inanswered questions. i would like to have d.p.h. here. perhaps they could answer some questions for us. also we have questions about the second whereas clause in this resolution that references bill 1421 that we would not be displacing any voluntary mental health programs for adults and for children in the city to enact laura's law. i don't know if we actually have that ability to enact this law without displacing existing services. certainly these services have been cut. over the years there have been lots of consolidations for our mental health clinics over the years and we are facing a huge budget deficit in the next year to think that we could actually implement a new program to pay for civil court that would mandate assisted outpatient treatment doesn't make a lot of sense to me. also, i am not clear what assisted outpatient treatment is. is it counseling? psycho therapy? is it all of the existing services we

supervisor ross mirkarimi. and we're on item 48. consideration of the charter amendment. supervisor mirkarimi: thank you, mr. president. thank you for your co-sponsorship as i would like to thank supervisors david campos, eric mar and chris daly. i can see that i think the sensibility of us moving this charter amendment might be spoken by the absence of the public comment. we can take the cue from eight states in the united states, these are eight states that adopted same day election voter registration and they have all seen a bump of upwards to 7% of voter participation. if you compare san francisco in the last 10 municipal elections that we have held, the average voting turnout is approximately 35%, 36% of voter turnout from municipal-only elections in san francisco. yes, five of those states who had the highest voting turnout in 2008 were five states who adopted same day election voter registration. i think it's time that san francisco helps lead the state of california in adopting this particular element because technology has now enabled us to provide the service tha

i would like to think supervisor ross mirkarimi for what he did for libraries last month.t the june 16 budget and finance committee meeting, supervisor ross mirkarimi did a good thing for libraries and users of libraries when he expressed interest in the improvement of interim library service while branches are closed for renovation. your budget analyst had said the library should take a $400,000 cut. the city librarian agreed to do without that money. s*fr ross mirkarimi said his office had received many calls and letters expressing concern with interim service that the library was providing in his district, namely 7 1/2 hours a week of book mobile. he asked the city librarian whether he could improve the interim services and essentially got a decidedly luke warm answer, even when full support was being offered for this basic service. a week later the city librarian returned with $109,000 plan to improve interim library services. the fine print was that the park branch would get all of the $109,000 for two more days of services. i would like to supervisor ross mirkarimi f

i want to say thank you to ross mirkarimi for bringing this measure.when i was in graduate school 20 years ago, i studied at that time a relatively new reform of community policing which has now been adopted by police departments around the country and i think everyone knows this is something we need to do and i think it's quite common sense to ask to move forward that our police department have a plan that we can discuss around foot patrols and community policing. that being said, there is a broader conversation on the november debate around sit lie and part of my support was around a policy commitment that i think our city ought to devote to foot patrols and community policing rather than a sit/lie ordinance that has had legal questions and there are many other ordinances that have tried to address similar behavior and have failed. a number of weeks, mayor newsom decided to device language between his hotel tax and the hotel tax placed on the ballot by thousands of san franciscans to be placed on the november ballot and i have to admit his decision t

ross mirkarimi, do you want to walk through the rest of your amendments? supervisor mirkarimi: some of these will be familiar. we mentioned this two weeks ago and president chiu also attempted to touch on a few of these issues as well. i would like to go a little deeper. the next amendment is regarding power 3.6. we had legislated four years ago this area, when it's transferring from federal back to san francisco, city government, that the energy infrastructure be administered by public power. i'm proud of that. i think it's great that the board of supervisors united around this and i think it seriously elevates our ability for something that the city should have done for nearly a century. in case it does not succeed for whatever reasons, the amendment contingency here is that if the f upc does not provide electricity or natural gas to the site as set forth above in the community office -- city office community agricultural city in the area, then the tca service would include the party's site. future owners within the project site have the ability to parti

president chiu: supervisor ross mirkarimi. supervisor mirkarimi: i would like to thank you supervisor michela alioto-pier for her leadership on this issue. i know the board of supervisors has had two committee hearings on this issue and my ongoing statements has been that i think the county of san francisco is eloquent in not recognizing the complete demands on our city systems in dealing with those who are on the streets with mental health needs and who need the kind of attention that i think the city has resourced and a little bit dated in their strategies in providing. but this conversation that we're having before us, in my opinion, cannot be entirely delinct from the budgetary discussion before us, too. i have concerns that based on real substantive elements of the budget that will be before us that i think are import of debate, why psych beds were being cut and other elements that subvert our ability to deal with the growing demands of this population calls into question how complete the discussion would be.

why don't we go to supervisor ross mirkarimi. supervisor mirkarimi: thank you, mr. president. colleagues, i know that this is the last stop after what has been well over a decade long process. and i know those stake holders do have worked diligently to try to get it here, are anxious for it to get passed us. i want to first thank supervisor maxwell for her leadership in trying to and helping marshal this to this particular stage. i want to thank all stake holders who have worked from the city, both from the community and from the business community to help make this, in their minds, the best project possible and i want to thank all the stake holders who are opposed or who have been apprehensive about this project, who have worked so hard to make this the best project as possible as well. the supervisor from the fillmore, i represent the fifth district and that should not be at all from this discussion. the first largest -- [inaudible] took place in our district known as the fillmore. for years as i was leading up to elected office which is one of the reasons why i did because

i know my colleagues, ross mirkarimi and sophie maxwell, have worked on this, and i want to support them and others in strengthening the community benefits. curley, developers will contribute up to $9 million to the work force development -- currently. i understand there are others that ought to have a chance to take part in this program. it is unlikely that district and will be able to provide all of the jobs that we need, and so, my amendment would create a first preference for district residents but then korea a secondary preference for san francisco residents who are defined as at-risk job applicants under the ministry of code. this includes someone who is an economically disadvantaged person, including criminal histories, substance abuse history, or other. it is my hope that we can expand the number of people in san francisco who can benefit. the last set of amendments that i have have to do with the topic of power. one aspect of this project that has not received much attention is that it does move this project. the 700 acre parcel allows for the creation of integrated public power

i know supervisor ross mirkarimi knows that there's one of these buildings on practically every corner on our neighborhood. president chu was gracious enough to be on a panel last december, together with the seismic safety commission and the former of director of emergency services so he knows very well the issues we're dealing with and the technical challenges and the political challenges faced by mitigation and the risks that we face. what you might not know so much about is how much technical consensus there is in the earthquake engineering community about this particular issue and this particular risk and this particular approach to mitigating it. the engineering community, the earth science community, the technical community who looks at earthquakes and follows them around the world knows this is the vulnerable class of buildings in the city and it is easy to deal with. it hasn't been dealt with yet. it poses an enormous vulnerability and is also representing an incredible risk to the vulnerability of the city. it is the number one policy recommendation that we've worked on the pa
