i want to say thank you to ross mirkarimi for bringing this measure.when i was in graduate school 20 years ago, i studied at that time a relatively new reform of community policing which has now been adopted by police departments around the country and i think everyone knows this is something we need to do and i think it's quite common sense to ask to move forward that our police department have a plan that we can discuss around foot patrols and community policing. that being said, there is a broader conversation on the november debate around sit lie and part of my support was around a policy commitment that i think our city ought to devote to foot patrols and community policing rather than a sit/lie ordinance that has had legal questions and there are many other ordinances that have tried to address similar behavior and have failed. a number of weeks, mayor newsom decided to device language between his hotel tax and the hotel tax placed on the ballot by thousands of san franciscans to be placed on the november ballot and i have to admit his decision t

i know my colleagues, ross mirkarimi and sophie maxwell, have worked on this, and i want to support them and others in strengthening the community benefits. curley, developers will contribute up to $9 million to the work force development -- currently. i understand there are others that ought to have a chance to take part in this program. it is unlikely that district and will be able to provide all of the jobs that we need, and so, my amendment would create a first preference for district residents but then korea a secondary preference for san francisco residents who are defined as at-risk job applicants under the ministry of code. this includes someone who is an economically disadvantaged person, including criminal histories, substance abuse history, or other. it is my hope that we can expand the number of people in san francisco who can benefit. the last set of amendments that i have have to do with the topic of power. one aspect of this project that has not received much attention is that it does move this project. the 700 acre parcel allows for the creation of integrated public power

ross. this is a wonderful program, and you are doing a good job. thank you. >> any members who would like to speak? seeing none, public comment is closed. supervisor mirkarimi? supervisor mirkarimi: we did not call for people to come to this. i thought the conversation would work itself out, and people in districts who have engaged in their own right on questions of public safety and policing, i'm not looking for this to be anything more than a collaborative strategy and vehicle for law enforcement and citizenry, and that is why i feel we are at a tipping point in institutionalizing something that is not well-grounded that can guarantee or help guarantee community policing. and yet i am inspired that they will make every effort to affectuate the things they have spoken about. but no matter how modern our department becomes, and they need to be with the deficiencies they have suffered, that while they strive to become a system-oriented police department, nothing will ever, ever replace a people-oriented department, and that strategy is really what i think is commensurate with what makes san francisco so special, which is why make references to push buttons,
