i would like to briefly introduce ross mirkarimi, who is a supervisor here in the city, and he has been a champion of many criminal justice issues, including prisoner reentry. i also want to thank and acknowledge debra atherton. thank you. supervisor mirkarimi: it is nice to see everybody. jeff is generous. i was not expecting to be up here. i know you have had a productive day. i think that the public defender's summit is something not to be missed and a template for the rest of california and probably the nation to follow. i am proud of our public defender. i am proud of our criminal justice partners because over the last four years, we have seen a great amount of innovation. jeff and i started the city's first reentry council, and it might be bewildering to you, but before we started it, believe it or not, those stakeholders in the criminal-justice system really very irregularly rarely would come together and talk about ways that we might mitigate, reduce our recidivism rate. great progress has been made, but san francisco still needs to step up its game. i was delighted to hear the

. >> hi, supervisors, ross mirkarimi. i am case manager for westside community services. i am here on behalf of my agency to advocate for our community management program. program provides free case management and mental health services to young adults ages 12 to 24 in the western addition. when the program began, african- americans in the western addition were already apprehensive about receiving mental health services, even though the community identified this as a need and a walk. because of this, our staff had to find a way to connect with the community said that they could gain our trust and become interested in our services. we found our way into the community through mo magic. we attended community events and were allowed the opportunity to work with their kids, providing life skills, violence prevention groups, case management, and recreational activities.

ross mirkarimi, supervisor of district 5. this legislation simply aims to provide opportunity for artists and musicians and for cafes and restaurants where opportunity had not existed before or where there were prohibitions on cafes and restaurants in their inability to be able to afford the limited live performance permits because of how cost prohibitive those permits are. for a number of years, our office, as well as, i believe, many other supervisor offices, have entertained and fielded heavy demand by residents and by merchant owners who would like to see as much of an enterprising attitude in had their particular neighborhoods to allow for cafes and restaurants to be able to afford the permits that otherwise have been very expensive and usually

knowledge and thanks supervisor ross mirkarimi for his support and the efforts he has put into building collaboration within the community. and just the efforts around that and the impact it has had on the greater community. i stand today first and foremost andkia just spoke about west side. dealing with the stigma of mental health is important, and we need the services and funds that support getting services the help that they need. west side has done a great job of building relationships and getting into the homes and the schools and building those partnerships and helping to address some of the issues around post-traumatic stress disorder and the issues faced with truancy that really are deeper than having issues in school. the other one is a city wide service that is huge. in a community where children are suffering with mental health issues that they do not really have identified and in a

i would also like to acknowledge supervisor ross mirkarimi to come up here just for a moment and say hello, and let me have christine close the program. >> good afternoon, everybody. it was a pleasure to listen to the last panel this afternoon. i am the chief of staff for mr. gascon, and i joined him when he moved over to the d.a.'s office. joining the office on his request, because i think we really have a unique perspective, having worked on the defense side and on policy issues, and i can attest that he is undertaking a wholehearted effort to really bring some reform to the criminal justice system on many fronts, this being one of them that we are evaluating. i hope that you as city and county residents will see in our work that we really take some efforts that will reform. anybody that has participated in the criminal justice system for any length of time knows that it does not work from whatever and will you are looking at it, so the question is how do we make it better? we hope to engage all of you in that. we are starting neighborhood courts, and a lot of efforts that we hope

i want to think ross mirkarimi and david chiu for introducing some changes to the development agreements, which will help to mitigate some of these impacts. of course, the mayor's office, for being a really good partner on this project, working with our office. thank you.
