>> well, we'll find out where we are pretty soon. i have to go to the oecd, the end of this week, in paris and then i'm going from there to china with some other folks to try to pin down the trade part of it. because this is not directly a government to government event. this will be individual orders to individual businesses for specific items of agriculture, energy, and manufactured products. >> maria: there are so many legs to this story, if you will. i mean, the concerns over china go beyond trade. they go to the fact that china is growing a lot faster than the u.s., almost 7% growth expected this year. the fact that china has 1.3 billion people versus under 400 million in the united states. and the fact that as china gains economically, they are applying those gains economically to their military base. listen to what house armed services committee max thornberry told me yesterday and also what dick cheney said about the biggest threat the u.s. faces today. here's two sound bites for you, sir. >> china doesn't just take an all of government approach, they take an all of nation approach. any company, any individual will be a tool of the chinese government to steal, to buy, to borrow, whatever it takes, intellectual property that can be used in their military to -- against us. >> i think the chinese long-term are the most serious, have the most capability, and have made phenomenal gains economically which they're converting to better military capability and so forth. >> maria: your take, secretary ross, on the strength of china and how it's changed in the last couple of years. >> well, china has clearly gotten stronger. they're pulling their economy together. they're moving up the intellectual value-added ladder in terms of manufacturing. they're a coming force and coming very rapidly and very determinedly. but that isn't going to be solved just by these trade talks. it gets into all kinds of geopolitical issues. but on our talks, we are not minimizing the importance of technology by a long shot. in fact, in june the department of patents will be issuing its 10 millionth patent. no country in the whole record has ever remotely approached that. that's an enormously important indicator of how valuable inventiveness and technology is to our economy. >> maria: it sure is. >> there's nobody in our camp that has any intention of not dealing with those problems. >> maria: and you know, this is the kind of issue, secretary, that most americans get. they understand that china has been steali

ross. tracy alice ross is with us tonight. that's going to be amazing to hear from her. plus, we have two real life heroes. the hero of the tragic waffle house shooting in tennessee. james shaw jr. he's going to be here tonight and i want to play favorites because you know all school teachers are amazing, including my mother. hi, mama. you're amazing. but tonight, we have america's teacher of the year. she got invited to the white house, but i don't think president trump expected what he got from her. she slipped him a powerful message from her students who are immigrant and refugee children. so i think i now know why the press was not allowed to cover her speech, but the amazing mandy manning is here tonight. she's going to talk to us any way. it's a great show. great show. that is a fact and speaking of facts, let's talk because powerful people have been spewing lies at a record rate this week. we are seeing self-serving dishonesty that the highest places and none more than in white house. remember the preelection do doctors's note that proclaimed trump would be the healthiest individual ever elected president? we learned it was a fake note that trump himself made up. now we're just sighing all the zigzag crazy contradictions toefr hush money the trump team gave to a porn star. i can't keep wup with the story and i don't know what rudy giuliani is doing. we got day after day, lie after lie from this administration on big topics, on little topics. "the washington post" wrote this week that donald trump has told more than 3,000 lies since he took office. we should all care about this. at the top of our government, but because you got so much stuff on the line. you know, policy, how we're going to when regular people lie, they face real consequences. what would happen if your child made up a doctor's note to get out of class? is is that where we are now? >> i think there's a conversation about the republican party then there's a conversation about donald trump. there's fact and fiction. fiction is certainly that slavery was a choice, but there are facts here b about how he won this office. that have been detrimental, not just to black people, but to marichc marginalized people all over the world. calling african countries and haiti [ bleep ] holes. who has continued to uphold this idea of police violence and allow it to be pervasive across the country. those are real issues. >> so trump has done a lot of bad stuff. the republican party has had a negative history in some ways. but do you think that kanye has a point when he says maybe we should be spreading our bet. if we are only voting for one party, the other party can write us off. >> no malcolm said that. >> you think he was right? >> of course. i think there is, look, let me first off start by saying this. because i'm on the right. the republican party has failed black families by not going into the community and focusing on issues that matter to them. black republicans have failed the black community because there are some of them that have this genuine interest to help the community and there are some that don't. they see it as a benefit. i think what we can do, a personal benefit. but there are some of us fighting for our community and we have done a poor job at letting our community know we're fighting for them. >> let me ask you a question. that's very well said except you've got people in your party that said this party is like in it's the party of steve ban p. why are not not doing more to clean out the people in the party who should not be in anybody's political party. >> i'm not a part of the party. i'm not a republican member. i'm a conservative. i'm a libertarian. i can disagree with my party. i let grown men defend themselves, but what i am about is the issues that impact my community and so whatever i can do to speak up to talk about the issues that matter to them, because although we criticize the republican party, the democrats ain't done that well for black folks either. they get our vote, but don't deliver. we have to have an honest conerer sags. when i was a young democrat, i remember you showing up to the conferences before i switched to the right and we had the same complaints about the democratic party. >> there are a whole lot of party who aren't doing right by black folks. what we're talk about though is freedom being bigger than a party. the democratic party has been far more willing to move forward on the issues that we bring to bear than the republican party has, but at the end of the day, i think we need to be talking about how we're doing this work from the ground up. how we are making sure it's not just who we're voting for, but who we're running in those seats. we know there are lot of folks who come and knock on the door every four years and like janet said, what have you done for me lately. that's what black communities have done every day. about their future, their children, their livelihood. >> that's fine. let me ask you a political question. there's a gap now between african-american men and african-american women on this question. 96% of black women voted for hillary clinton. 88% of black men voted for hillary clinton. that's almost a ten-point spread. why are black men more open to to this message than black women? >> well i think that we have to recognize the intersection at which black women exist. we deal not only with racism, but sexism almost defer every day and accusations. the idea we're always strong and we never hurt or cry. there are unique issues to being a black woman that make us see things differently. but i think if we think about the fact that black women are often right, i would like to say. >> not going to disagree. >> we can look at the victory of doug jones in alabama. it was owed a great deal to black women. >> let's be clear. black men are choosing their families. i would choose wealth over poverty any day and i think that's the opening. i can tell a conservative a long time before kanye arrived that hip hop is the way. the republican party told me hip hop was the destruction of the republican family. but i saw the message that they've been rapping about this for a lopg time. that's what the black men are saying. >> i'm going to push it because i don't think any black mom is is out here saying they want their family to be experience ing the violence of poverty. what i will say though is that we have to recognize that all of the answers we've been talking about to economics like education, actual don't move racism out of the way. so what we know to be b true is that a white high school dropout still has more wealth than a black college graduate. we can't erase the things or ignore the things that often conservatives in the republican party wants to erase. >> i'm not trying to remove racism. like some people, i believe it exists. i -- i allow, i do not allow racism to control me or there's going to always be races. so we can only control our own destiny. i think that's what some of us are saying. >> i think that's a hard thing to argue with. but then in controlling your own destiny, how do you defend being a trump supporter? >> i don't defend a grown men. i told you at the beginning. i didn't vote for the president. we need black folks at the table to talk about issues that are going to impact us and so the president and his administration have been willing to talk now. people that even disagree wd the president are talking about those issues. >> but you know and i know that a lot of things that president trump said, a lot of the things the republican party has allowed to go are hurtful and offensive to people. not weak people. people who are tough and strong, but who feel hurt by this. how can you align yourself of a president who speak this is way about people of color. >> i support my values. that's it. i can't control, there are people who have these negative comments. he's a grown man and i'm not going to go on national tv and have some black conservative defend every single thing. i was hurt about charlottesville as well, but i'll still choose wealth any day over poverty. i think that the democratic party has to answer for this. >> two questions. can we at least, trying to find more common ground. justice reform. what's republican solution on some of these police policing issues? >> i hate when you say the republican. >> libertarian. >> look. as a libertarian, i don't believe we should be giving government that much power. my first job was working in juvenile court. there's no issue that i have more passion for. >> what do democrats need to do to keep black support? ross. sara, wilbur ross this morning, what was our biggest take away? when i watch him over and over shrug things off as negligible, i wonder if he reads any research. >> i think that's a good point. my biggest take away is that he was extremely dismissive, and you just heard a clip of the sound there of the impact this would have on american consumers, american business, and potentially a bigger deal, our friendship with some of our closest and longest-standing allies and trading partners. namely europe, canada, and mexico. i asked him about europe specifically. we pulled out of the paris climate accord, the iran deal. now we're slapping tariffs on european steel and aluminum imports into this country? europe's not happy about that. his answer, these are blips on the radar screen. he was dismissive of the market impact saying the market is going to have to adjust. it's not a big move. and that this is what president trump promised he would do. the one thing we can say for the trump administration is they have been consistent in terms of the priorities which is getting to try to level the playing field. unfortunately, it adds to the point that it's a small deal for the u.s. economy. the fear is it's a tit for tat. they'll retaliate, and then the u.s. could potentially -- it's already threatening to look at the national security interests of foreign autos coming into this country. and potentially imposing more tariffs there. >> but that's the thing. while the commerce secretary can say our goal is to level the playing field, their actions seem like they're going to do the opposite. i mean, look at the market reaction. >> yes. the market is reacting because it is unambiguously correct that a trade war is bad for the u.s. economy. sara is right. the president has been consistent about saying he is going to try to tackle what he considers to be bad trade deals. but what he's inconsistent with ask he's also said he wants to raise economic growth. this is not positive for economic growth. we just had the government yesterday report first quarter growth in 2018 of 2.2 %. remember, this is a president who promised to get to 3% on a sustained basis or 4 %. this is not going to help that. and as sara indicated in that interview, wilbur ross kept saying prices will go up but not that much. markets down, not that much. we may annoy our allies, but not that much. you start doing enough damage to yourself, it's going to add up to something. >> sara, is wilbur ross willing to call this a trade war? we announced tariffs and within minutes, mexico says not so fast. how about pork bellies and we know more is coming from europe. so can he really say it's not a trade war? >> he is saying it's not a trade war, and that's been the administration's line throughout this. remember, less than two weeks ago the treasury secretary steven mnuchin came out and said the trade war is on hold. tariffs are on hold. last week we got a new threat for $50 billion worth of tariffs on chinese goods, and this week we have them getting rid of the exemption on eu, canada, and mexico. call it what you want. a tit for tat, a skirmish on wall street. the problem with calling it a trade war is that trade wars are obviously negative for economic growth. the

>> it has been low to begin with. that stems from issues related to monetary policy, but also the imbalances that turkey evidences from a local currency perspective. there has been quite a bit of currency risk that you have not seen in other emerging markets. from our point of view, cautious going in, and equally as cautious going out. these remarks are not really going to help international investors that might be looking for opportunity. there's too much volatility in the currency, and there's too much uncertainty about what that really means for monetary policy going forward. why is he doing this -- why is he doing this -- francine: what is he doing this -- why is he doing this? and why is he doing it now? >> i think the fact that he came here and said this to his investors, to bloomberg, said that not only does he believe this, but he wants to and acted itter the election -- enact after the election come i think that means he is serious about these ideas. francine: he said this may make some uncomfortable. i wonder if he is thinking about markets in specific. what would it take for markets and investors to go back into turkey. what would it take for the lira to stop appreciating -- to stop depreciating? >> i think you would be well served to have a central bank that would try to bring inflation down to more acceptable levels. francine: when will that happen? >> not sooner, it would appear -- not soon, it would appear. there is an election coming up. there was surely a domestic component to would -- to it. there is a purpose behind it and it seems to work a little early orally.t currency -- turkey has to stabilize its relationship with major partners in order for investors to feel more secure. it is obviously in a deflected -- difficult part of the world that has caught the next this -- caught in the nexus of all of its neighbors. francine: an election win on june 24 will consolidate even more power. power will he gain if he wins this? i will bring up the spread between german bonds against the spanish bonds. this is not great for public finances, the matter who is prime minister. larry: it is not great for public finances. the issues that we would be most concerned about are the long-term once. pension reform, and getting rid of the retirement age is something -- and that retirement age is something that italy has to address and stick to. it would be disheartening to see a pullback on those issues. i would also say that addressing italy's tax system. maybe a flat tax would be an interesting way to address that. it is also a way to restore longer-term, sounder revenue collection and italy -- in italy. the spending plans, one quick quibble -- could quibble at the margins about. the real issue is going to be politics for the e.u. francine: how ugly would this if mario draghi were not in charge? larry: it would be worse. it is hard to justify a 10 year at 2.9%.te at -- btp that surely is not quite right. blonde yields -- bond yields are being held low but central banks everywhere in the world. if you look at the kind of -- the next step, what does it mean for gdp in italy? last year was 1.5% growth, the highest in seven years, and yet the people in charge performed very badly in the election. raffaella: i think that italy has lagged everybody else in the business cycle. it is just beginning to recover. decentenefiting from a global recovery. the fact that we are not really in a serious recession at the eurozone bubble. i don't think -- eurozone level. i don't think your growth outlook is going to look so bad. francine: not even with the populace government? raffaella: no. i think consensus is too bearish, especially in 2019. if anything, it would be a small add-on to an investment recovery. francine: is there anything -- it feels like the market is largely ignoring the fact that -- does italy really need a government? can i just go along as it is -- it just go along as it is? larry: every country it requires some degree of stability -- country requires some degree of stability. i would be fairly dismissive of the so-called first quarter soft patch in europe. that is going to improve its sovereign credit standing. i think italy has a little bit of room here and is what to begin some latitude. the big concerns that were out there about five start have been dissipated somewhat. an italian exit or something like that is not the cards. i think people are willing to give italy of a look here. francine: could an italian exit be in the cards? i know you need to have a referendum. relationship has always been complicated. that is probably the understatement of the year. raffaella: i would say no, an exit is not in the cards. this politics matter at all -- does politics matter at all? it doesn't matter for the medium and long-term. the mediumter for and long-term. it is critical for the long-term potential of the economy. he said that growth last year was 1.5%, does not look like much. francine: the concern with about 1.5% is that if people did not vote for the government in charge, they are not feeling it. it is an export led growth. when can that change? raffaella: a long time away. in any case i don't think it was just about the growth. i think it was about the dichotomy between the promises and the actual implementations. larry, i was in paris yesterday speaking to the french central bank governor. he would not be drawn into italian politics. do you think that eurozone growth has picked -- peaked. larry: i think it is probably peaked, meaning that the growth -- rate of acceleration his bind us -- is behind us. particularlying worrisome going on in european growth at the moment. francine: what does the ecb actually need to do to convince the markets that maybe they are , but are not -- qe ready to raise rates just yet? larry: i think their language is very much in the spirit of what you just mentioned. the thing that would accelerate that pace would be inflation. i think the ecb is on course, as you just mentioned, to taper by the third or fourth quarter of this year. euroine: if you look at level, what is the optimum euro level for italy? [ gun shots ] >> it's been like this all weekend in hue. one nasty little firefight right after another. rounds going overhead. little firefight across the perfume river. what do you think at a time like this? >> well, keeping down. bullets are flying over here too fast. >> well, we weren't prepared for the combat in an urban area. so we had to go in and to use the marine corps phrase, we had to adapt, improvise and overcome the many obstacles that we had. how do you cross the street? how do you attack a fortified the position which is a home? >> colonel cheatham, what are your men about to do? >> i got two companies here about to clear the next two blocks up. >> what kind of fighting? >> it's house to house and from room to room. >> had you ever expected to experience this kind of street fighting in vietnam? >> no, i didn't. i think this is the first time the marine corps has been street fighting since 1950. >> most of the fighting happens in the countryside. the north vietnamese leadership believed large-scale military action in the cities will stimulate a popular uprising and basically make the american position in vietnam untenable. >> he hoped that when his troops mingled with the people, intimidated them, terrorized them, that they would join his ranks. >> but the south vietnamese people don't rise up. >> the biggest fact is that the stated purposes of the general uprising, a military victory or psychological victory, have failed. >> the tet offensive may have been a huge military defeat for the nlf, but psychologically, it was an enormous victory, because it suggested this war had no end. >> we lost a lot of people. probably have to drop back today to regroup. >> how do you feel yourself? >> scared i guess. but i'm hoping we'll drop back and regroup, because i lot my engineer and i need another man to help me with my job. >> there was something deeply corrupt and even evil in our involvement, and i'll tell you the moment that defined tet all over the world. it was the moment when general wilon, the chief of police at the saigon police department, pulled out a snub nose .38 revolver and held it up to the temple of a vietcong and shot him, bang. eddie adams of the a.p. took the picture. it was the next day all over the world. and it was injected right into the center of the american brand. and it made americans feel morally unclean. can it be that we are the most idealistic people in the world, can it be that we are actually evil?
