s kyndell nunley has more. >> reporter: it was in city hall behind me where las vegas mayor pro-tem steve ross said today that the puc's decision to missed the mark when it comes to southern nevada. at a press conference this morning he says he will stump promote the growth of southern nevada's solar energy. money has been at the center of the debate since the public utility commission announced new higher rates for solar users starting at the top of the year. ross described this as a fight. to do so the ordinance will also offer financial support to home and business owners who want to invest in solar energy systems. ross also says the plan will allow those already with solar panels to join in on a, quote, energy improvement district. the district will help pay for the solar panels and other energy safety improvements. ross asked that the group advise the city of las vegas on developing a, quote, comprehensive energy strategy andn hopes of improving solar energy going into the future. >> the city couldn't be silent on this. we've been working very hard on we have for a number of years. we've very proud of th
