there will be a moment where they bring the casket in to the rotunda, right in the middle of the rotundathey don't do anything political inside the rotunda. it is reserved exclusively for events like this. as we said, the last president to lie in state was george w. bush in 2018. >> sandra: so this will be the beginning of the rotunda service inside the u.s. capitol. the vice president of the united states will be delivering a eulogy at this lying in state ceremony for the former president, jimmy carter. then the vice president, second gentleman, will be presenting a wreath on behalf of the executive branch, and after the conclusion of this ceremony, the public will obviously be able to eventually say their goodbyes. as we look live on capitol hill. it's been a beautiful day of ceremonies leading up to this moment where he will be remembered by so many who have been touched by his life and his legacy, and the history that he leaves behind here in the united states of america. growing up in georgia and making his way through the naval academy to the white house. the country will remember

the carter family did make a special request for the rotunda ceremony. they wanted the podium to sit in front of gerald ford's statue. as people make their remarks tonight. this is a nod to the deep and close personal friendship carter had with president ford. an odd couple as they were sometimes known. this underlies bipartisanship in the way the family wants jimmy carter to be remembered as reaching across the aisle. and perhaps this is also a message to the nation watching as carter returns to a much different washington than he left. let's listen in. yes. to give you an indicationf former president carter was really a gentleman from a different era. he was a member of the naval academy class of 1947. think about that. the class of 1947. and graduated in 1946 as part of an accelerated wartime program. now, some more background information on the history of lying in state at the capitol. a grand total of 34 people have lain in this in state in the capitol rotunda that includes 12 presidents. the late president carter becomes the 13th to lie in state. o

therefore, only sitting members will be seated in the rotunda. under no circumstances will former members, former house officers, spouses or children be able to join the procession or be seated in the rotunda. the sergeant at arms will precede the procession bearing the mace. members will be escorted to the rotunda in order of seniority. at this time, members, the resident commissioner and delegates should congregate by class. pursuant to house resolution 43, upon completion of the ceremony, the house will stand adjourned until noon tomorrow for morning hour debate and 2:00 p.m. for legislative business. pursuant to house resolution 43, and without objection, members will now proceed to the rotunda to attend the inaugural ceremonies for the president and vice president of the united states. as you heard legislators preparing to come in to take part of inauguration ceremonies. that is just what is expected in the lead up to today, the events being moved indoors because of the cold weather outside. we will show you that as we go on. one person not
