"today in the bay's" roz plater is live for us in brentwood with the new details. roz? >> reporter: good morning, marcus. this is pretty significant here. the local developer has gotten more than the 3,500 signatures necessary to prompt the brentwood city council to put this issue before voters. let's remind you of where this proposed project would be taking place. it is in western brentwood on an 800-acre tract of land north of balfour and east of deer valley roads, it would include 2,400 homes in a development called the vineyards at deer creek. 80% of the homes would be for seniors. in order for the city to accommodate the project, voters have to approve moving brentwood's urban limit line. the developers blackhawk nunn drivers, launched a petition drive to get the city council to put the issue before voters. >> i invite you to go in front of somerset and the vineyards at marsh creek and i think you'll see there isn't much traffic at the peak times created by our communities. >> reporter: but indeed opponents say traffic congestion is one thing they are worried about

"today in the bay" roz plater has more on how they managed to arrest him. >> reporter: this is san mateo police officer robert edward davies last month honored by his department for completing leadership training. but this is quite a different picture, a mug shot. the 40-year-old officer was arrested and is accused of trying to set up sex online with an underaged girl. investigators say it all started with a tipster who first set up a tape account on the tinder app claiming to be 19. say the tips chatting with davies. then switched to kik and told him she was only 16. investigators said davies asked her to switch to snapchat. that's when the two talked about sex. >> they talked about engaging in sexual activity. they also learned, the tipster also learned that the suspect was a bay area police officer. >> this person knows exactly what he is doing. he covered his trail. >> reporter: there may have been a reason the officer wanted to switch to snapchat. >> what communication you have, pictures, story, video will disappear after a few seconds. >> reporter: but he may have calculated wrong.

nbc bay area's roz plater was in the courtroom. she joins us now live in san jose. roz? >> reporter: indeed, carlos carranza was here for a plea hearing but his lawyer asked for a postponement or continuance because the lawyer had just gotten a bunch of new evidence in the case and hadn't had time to go over it. this high-profile case involves the murder of 59-year-old bambi larsen in her south san jose home back in february. carlos carranza is an undocumented immigrant and he is accused in her murder. he has a lengthy criminal history. immigration tried to deport him some nine times. the case has sparked outrage over the county's sanctuary policy, which includes not notifying i.c.e. when a violent offender is about to be released and not honoring the request o'detain undocumented immigrants beyond their release date. the policy drew sharp criticism both from san jose's police chief and the police union. but last week county supervisors voted unanimously not to make any changes to its sanctuary policies. outside court this morning larsen's relative told us that decision

roz plater is live with the story in south san jose. roz? >> reporter: indeed. an investigation into the exact cause of the fire is under way tonight even as we speak. all they know for sure right now is that it started at the shooting range. 2:30 in the afternoon and bright red flames are shooting up into the air just off highway 101 along malech road. cal fire put out an urgent call for help and began attacking it, first largely from the eric dropping water and fire reta retardant. >> started in a range area that was active with shooters at the time. however, there's a number of things that may have caused the incident, so we'll approximate doing a thorough investigation. >> reporter: the fire eventually spread to more than 200 acres, turning a lot of heads on 101. once crews were able to stop the fire's spread, they brought in heavy equipment to help. the fire chief says they caught a break. it was not nearly as windy as it normally is, but the grass was bone dry, the humidity low, it just needed an ignition source, and this could be a glimpse into our fire s
