i want to give a shout out to your commissioner rubke, and it's going to precede what i'm going to say here. for the last 20 months, her and i actually working with the port of san francisco on the master land use plan. i chaired the transportation committee, and this is very significant because we're talking about the southern waterfront, which is the india basin, which is where the hunters point shipyard project is located. and i also wanted to see here it's taken us 18.5 years. i was the chair of the land use and transportation plan. we yielded the candlestick point project to the shipyard. we anticipate that this is going to be a great, a great development. guess what? sf mta was in there with us. you provided your staff. we also have counseling from sf cta, the mtc, and all the major agencies in the city. we had actually put together a master plan and conducted a larger feasibility study. what i need from you and i'm going to implore that you give us your blessing today. i'm going to say that, to move this forward, but i'm going to ask for special request. where we are at right no

director rubke, you had some more questions to ask. >> thanks. we had a lot of important concerns, and i know you are thinking about these concerns for people with disabilities and just convenient i donsenio sidewalks with people riding scooters on the sidewalks. that's a huge problem, and so i'm just wondering, are we -- are we giving -- well, also, not just riding fast on the sidewalks, but when scooters are blocking the sidewalk, if somebody else knocks them down or whatever, and also if they're tied up to a parking meter. i know that affects the ability of people with disabilities to deploy wheelchair ramps and paratransits to access the curb, which they need. so i'm wondering -- i'm suggesting and asking what staff's thoughts are on the criteria we're going to be giving to the company either through the permit conditions and other ways, where these scooters can be and what are the consequences? i know we have some of those card laid out, but if you could talk about that more closely. this is a huge concern that i've been hearing a lot about

director rubke, did you have thoughts? >> i'm sorry. thank you. so thanks for this report. it was comprehensive and got into details on a lot of things that i thought were really forward thing and helpful. i just wanted to question the metric used in the accessibility piece. i think they were good in general, but i thought the first one caused me a little concern, by i think, if i'm recalling, the phrasing is something like the percentage of that services users who have disabilities or who identify as disabilities as having disabilities. and i guess i'm concerned about using that as a metric because i think that in a lot of the cases where this service clearly doesn't have accessibility or disabled access, you're not going to get a very good or useful metric from that in my mind because the user -- people with disabilities won't sign up as a user of a service where there's no obvious access. so, for example, bike share, i love the idea. it's so awesome, but i'm not going to sign up for bike share. but i think it's important that, as we're looking to these emerging technolog

so director rubke and myself went to meet with the neighbors. i had a fantastic briefing by patrick who worked on the project. i went out and walked the corridor and i encourage you all to go and see it because it's a different street treatment from anything that we've attempted since i've been on this board in san francisco and i really like what it's done. the neighbor and i walked the streets. he was a very littled that car -- a little concerned that car drivers were confused but that met all the safety rules. that was community requested and community driven and it really has made a dramatic difference on the streets, the cars are slower, the lane widths are narrower, the traffic circles are doing what they are meant to do in terms of traffic calming so i just wanted to say that staff did a really good job on that and although i would imagine we might still hear from some neighbors who are getting used to the changes, it sounded as if even from the time it went in to when i saw it which was probably three or four weeks later the car drivers
