i'd first like to thank the congressional high-performance building caucus co-chairs, russ carnahan and judy biggert, for their work on this important issue and for bringing awareness to the congress and the public on the importance and benefits of high-performance buildings. this resolution will declare the week of june 15 through june 19, 2009, as high-performance building week. according to the energy independence and security act of 2007, a high-performance building is defined as a building that sbeg grates and optimizes on a life cycle basis all major high-performance atributes including energy conservation, environment, safety, security, durability, accessibility, cost benefit, productivity, functionality and operational considerations. it is important to focus on making our buildings high-performance buildings for many reasons some which that our homes, offices, schools and other buildings consume 40% of the primary energy and 70% of the electricity used in the united states annually. that buildings consume about 12% of the pottable water in this country. and construction buil
