host: joining us next is former senator russ feingold of wisconsin. he has a new book out, "while america sleeps." what are you trying to do with this book, senator? what are you telling americans about the state of our international relations? guest: thank you for having me on the show. during the 10 years after 9/11 when i was serving in the united states senate on the foreign relations committee, the intelligence committee, i saw some changes in the w we were responding to 9/11. it was a terrible tragedy but we were going to work together to address this issue. then things started to go downhill with the divisiveness over the mistaken war in iraq. then we entered a period where we seem to have gone back to sleep in being concerned about the rest of the world bank part of it is understandable because of the economy but part of it is political manipulation. i think that is dangerous. it reminded me of winston churchill. he gave some 45 speeches in the house of commons where he basically said i know we are not used to worrying about the rest , but the

russ feingold? >> guest: well, iran isn't just a threat to israel, which it is, it's a threat to the united states of america if they get nuclear weapons. so both because israel's an ally and because of the direct threat to our security as well as other european allies of ours, i think we need to take seriously what's going on in iran, but that doesn't mean i'm advocating attack. and as to foreign aid, you know, i agree with the caller a little bit with regard to this. i don't want us to just throw a bunch more money at a lot of different countries in order to solve our problem. what i try say in my book "while america sleeps," is i'd like to see a small apt -- amount of money to help improve our knowledge of countries and having a more positive relationship with people this other countries. you know, let's be citizen diplomats. let's help americans maybe with grants to go for two or three weeks a year to help people and to help them learn certain things that would be of use to them, and maybe they

in his new book "while america sleeps" former democratic senator russ feingold laid out what he calls plan for this diplomatic area. thank you for joining us. how does your wake-up call play out? >> this of course is a play on words for chur clfment hill's book -- while europe slept. it might be packaged in, but it is also in places like north africa or somalia, from yemen. in nigeria you have -- >> you say the u.s. is focused in the wrong place? >> we tend to focus in one country at a time. it is a big world where al-qaeda is. we need to get out of afghanistan now. i was the first senator to propose we leave. the british know, and all the people in history know, this is not a place you want to stay forever. we can see on the streets now the consequences of staying there basically because we went there in the first place. >> iran starts -- gets accused of trying to get nuclear weapons . >> i don't think it is acceptable to become a nuclear power. that does not mean invading or attacking is the only way to get it done. i believe ratchetting up the pressure is a far better way to do it.

what have we learn inside senate russ feingold is the author of the book. look at the period of 2002, 2003, where some would say there was a rush to judgment, a lot of bad intelligence and wrong assumptions were made and we ended up in a long war. where do you see parallels? >> after we got diverted to iraq, it led to an attitude of taking on al qaeda and invading a country and doing very little at all. we invaded afghanistan and iraq, and at the same time we are not paying attention to places like yemen and somalia. i am seeing a complete lack of interest on the interests of al qae qaeda. they are destabilizing somalia and ethiopia and kenya, and in northern after, there's a threat of an affiliate of al qaeda coming out of nigeria originally. in nigeria, have you a group that pulled off 60 or 70 attacks in the last few years including on u.n. facilities, and they appear to be similar. we are talk about iran, right now, understandable, but we have to learn to walk and chew gum at the same time. we have silly debate on the republican side that have little to
