he was in charge of the military response to hurricane katrina, general russell honore. this storm, it's made its way to north carolina, going to make its way up the coast, what jumps out at you as your first concern about the storm in. >> number one, all of government has done a good job, including the media of keep people informed. my concern is the lack of actions or actions by the most vulnerable population, the elderly, disabled and the poor. as the storm just made landfall, it's about to go norfolk, portsmouth, hampton road area. there are a lot of poor people that live in some very questionable homes that can take this wind. with them adisabled and elderly people, that tidal surge a lot of that area will flood. >> we always talk about people to listen to the warnings and get out. but frankly we have people that don't have the means to get out. >> don't have the means. local shelters are open, but we've got a long way in many america to go that the execution of the plan focus on the vulnerable population, the disabled elderly and poor. >> this last 40 seconds i hav

retired general russell honore joins us now. what did they do right? >> the communication was excellent. governors, mayors throughout the threatened region came on television, put their reputation on the line and said evacuate. this is what it looked like based on science, based on the weather report. every time they brought in the national hurricane center to give their best estimate. that was excellent. for the people in the affected area. the other thing is all the government working together. that was a beautiful thing to see. hopefully it will work that way every day. and taking it into consideration we have people in hospitals that could be flooded. get them out early. easy to get them out and you will save more lives if you get them out before the flood as opposed to taking a risk, hoping it doesn't happen. >> that's good news. where is the area that needs improvement? >> we have four million people without electricity. many of those people will have claims because they have property damage from trees. i think before the major disasters the gove

devil hills because the hurricane has passed by there, and we will bring in our retired general russel honorewere there when hurricane katrina devastated new orleans. and you are checking with the sources up and down the coast that you have been working with emergency response. right now, i would say we are halfway through the entire event, and how are we doing? >> well, we have two quarters of the game left to play, because the storm is so big. the first thing in the morning, north carolina and the virginia, they will be doing extensive search and rescue and reaching out to people who have lost power and people who might be isolated the vulnerable population, and the elderly and the disabled, and in the northern part of the storm up in new york an new england area, they will be seeing the worst of the storm hitting them. so we will have a two-phase operation as we might use a military term in responding to the storm tomorrow by doing recovery and search and rescue in the south and still dealing with the effects of the storm way into the evening tomorrow once we determine what that tidal surg

retired general russel honore joining me now live.ral, first of all, the reports that are out there about this u.s. helicopter possibly caught up in a taliban trap. what are your sources within the military telling you? do you think there's truth to this. >> well, the possibilities are there, kyra, till the investigation is done. i can say this. that the forces that were conducting this mission, the army rangers and the s.e.a.l.s, are the best-trained, most well-equipped we have for that mission. that said, this had to be a very desperate situation, for that chinook helicopter to go in, in daylight, to make that assault to try to save those rangers. because normally what would happen, kyra, and i only talk about normally the way the most well-skilled, and well-trained warriors we have in the world, come from that community, is normally they would have ac-130, shooting close support to them. normally they would have close air support from the air force. and normally, most of the time, be inside artillery range. this had to be a very de

>> we're talking about where the hurricane was, where it it's headed, new york city, general russell honore to talk about how he thinks actually new york is doing a pretty good job at preparing. awe look at these live pictures out of maryland, how they've done a pretty good job as it's come through. >> we'll talk to the general right after the break. >>> the governor of maryland mark o'malley speaking now. let's listen. >> that the threat from the surge inside the bay, that surge is not anticipated to be greater than, say, a three-foot surge. however, ocean city will of course get pounded. the beaches will take a pounding, as the storm works its way up as -- as the hurricane works its way up to ocean city. there also is a greater threat anticipated from streams and creeks and your smaller rivers because of the huge amount of rainfall that is coming from this storm. but the good news is that the winds, as they turn around on this thing, will actually be creating a condition that has kind of a reverse tide to it as the storm passes through. so, if i haven't totally confused you, let me turn i

russel honore, having some communication with folks at north com.w, the governors have to say the word in order to get the military support, if needed. >> for major deployments. but let's not confuse it at the local level. if the mayor of d.c. says he needs search and rescue, that will go through the fire services and through the police. they'll call the military if they need them. all those liaisons are already set up throughout the eastern seaboard. so the federal troops, if they have the capability to help to do search and rescue or are authorized already by the secretary of defense to do that. >> let me ask you then. if i'm getting word here that troops and equipment are ready to support all along the coast, that's the quote that i'm getting right here, what are we talking about? what kind of equipment? what types of troops? >> first line of response is the national guard. each state has air, ground troops to open roads, ground troops to go and do rescues with high-clearance vehicles, as well as a deployment of a brand-new helicopter that the na

. >> now i want to turn to general russel honore. thank you for joining me.imilar kind of catastrophe that we saw in katrina, if this hits new york? >> well it could happen, piers. we had about an 80% evacuation of mississippi and louisiana before katrina hit. and what i've seen this afternoon in tracing my sources, we're having a good evacuation in the coastal areas and the barrier islands in the carolinas. i'm not quite sure what that evacuation percentage would be when we get into the highly populated areas and from results of previous storms the majority of people that die are the elderly, the disabled and the poor. what i'm looking for government officials to start accounting for is how many people from that vulnerable population are still in those cities. >> do you believe that post-katrina enough lessons were learned by fema, by the government and remember else involved in trying to control these situations, do you think lessons have been learned enough to prevent anything like katrina happening again? >> i think government certainly has changed. fema

talk more about the storm response and recovery effort with retired general and cnn contributor russel honorerm, it is the days and frustration that comes next. right? >> absolutely and a continuation of the search and rescue. you know? we have what? 4 million people without power. those first responders are going to have to go to all those homes an check on everyone to see how they doing. big task. the good news is the affected states have about 100,000 national guard troops assigned to them plus troops from other states that have come in. what you're going to see happening over the next few days is those troops going out on the country roads and isolated areas and checking on people to make sure they have contact. and then they will have to set up distribution, water and food and ice so people who have refrigeration. that's a big task. i was speaking with major general patrick murphy and his challenge now in the state of new york is dealing in the rural areas because the municipalities have a lot of part. he and his troops out there now trying to get into people who might be isolated becaus
