joining us now is lieutenant russel honore.ou basically have been credited with turning and a botched response to hurricane katrina, and getting things moving on the ground. what did we learn during hurricane katrina, and how is it being implemented? >> you have to move with speed. the old saying you have to have a need for speed, and that trumps everything. you have to collaborate and coordinate with everyone and get communications to the ground so the government can be reconnected. until the people can talk to each other, you can't work in a collaborative way. the other is to give the government a set of priorities. what is the priority? it has to be saving lives. in the process of doing that it has to be focused on food, water, medicine, and evacuation of critically injured or ill people. and that has to be played out on the ground. you see in c-130 aircrafts, anywhere a c-130 can land - you get bigger aircraft in there and you get more people whose lives are threatened to include babies that are problems. get them out of th

retired army lieutenant russell honore helped to lead the response to katrina. he joins us from baton rouge. good to see you. thanks for joining us. >> well, my condolences to the people of the philippines. all i can tell the marines in the navy and the troops, go, go, go, go faster. >> what is the priority, and what are the challenges for u.s. troops moving into the area, trying to help? >> well, they want to have priority set. it's clear that the number one priority is search and rescue and saving lives. anything other than that will distract from saving lives, because it's too easy for more and more people that want to come in. the other thing that needs to be declared by the president of the philippines is is this going to be an evacuation or will they sustain in places like tacloban, where there's no water, electricity, the hospital can't take care of the people. if i advised him, he needed to ask the community, ask the other countries to send in aircraft. one take off, one in and fly people out until ships can relocate people. sustaining people with the in

one person who knows some of the answers is retired lieutenant are general russell honore, after hurricane katrina on the gulf coast and he's the author of survival, joining us by skype, also is terry valen president of the national alliance for filipino concerns. terry i'd like to begin with you. have you had contact on the ground in the philippines? do you have any sense of the really urgent needs right now? >> yes, through our national alliance for filipino concerns we are in touch with community groups and organizations churches and n gos who are on the ground and also groups from across the country who are coordinating efforts on the ground. we have heard about the devastation, utter devastation of whole communities and towns that have been wiped out and folks right now who are finding ways to get aid to the areas that are hasheddest hit and hardest to reach right now. setting up are distribution points right now, through our coordinated effort called balsa. >> it is astounding. general honore, what would you advise, when things are so difficult how could you encourage them to do what
