we're back with ruth marcus, ben ferguson, arthur davis.f ted cruz has set up some real now open party feuding, certainly with senate members. and also with some members of the house. where is this headed? >> this is really incredible. if you go back to '95, '96 and the last government shutdown which knocked half a point off the gdp, at least gingrich was in charge of his caucus. now it appears that heritage action and ted cruz and the coke brothers are running the republican caucus. it's a weakness that the leadership has shown in not staring these guys down. >> it's amazing to me how terrified you are of a guy that ran for the senate saying he was going to do actually what he said he was going to do. ted cruz did not come to washington, d.c. to make friends with john mccain and lindsey graham or with john boehner. he went there with the people who said this is how i'm going to get elected -- let me say this real quick. it's important. john mccain and ted cruz are two totally different people. john mccain says i don't like you because you'

"the washington post's" ruth marcus and jackie collins of "the new york times." appreciate it.s news conference. president obama defending his red line, sounding a little bit defensive at times. >> he did sound defensive. it wasn't just the question, it's what came before it. there's been a lot of commentary in the press about was it wise of him to set that red line? it shows the dangers of a president being too specific about what -- if you do a, i'll do b. but i think the other thing about the red line, a lot of that was not so much -- not specifically about syria. it was about iran and north korea and it was about reassuring the israelis that the united states would be willing to get involved if these countries that are a threat to israel would be emboldened to hit israel. >> he got a question about what he would do if congress votes no. he dodged it. the administration continues to dodge this question. what do you make of that? are you getting the sense this president would move forward without congress? >> i don't think we know. and they clearly don't want to box themselve

not mincing words, ruth marcus. >> he's ended up in a good position with russia given what he set hisbe. it was not a small achievement to get russia to sign up to this agreement, and it's meaningful. it's meaningful in terms of the inspection rating. it's meaningful in the case of noncompliance where russia says there will be a chapter 7 action, that means implication of source. but getting there, if you're trying to project leadership, if you're trying to give people a message about what is acceptable in the international community, you cannot do what the president has done. there have been too many reverse always. it's been too confusing and confused. maybe we'll forget bp. i think this is just one chapter. we'll end up in a situation in syria that will look -- this is going to outrage people, but it will look like iraq before the invasion. no-fly zone, humanitarian corridors. there will be outrages. this is not the last one. humanitarian intervention will be defended. weapons inspections. that's what happened in iraq after the first war. will it be as clean, and it wasn't that cle

ruth marcus is a columnist for "the washington post" and ben ferguson is a cnn commentator and syndicatedning me. let's start with the poll numbers and whether or not they affect the president's hand as we watch both this budget fight and the possible government shutdown and the debt ceiling fight. go ahead. >> we're all too polite. i would say i actually really wonder whether they do. because he doesn't have to worry about running for re-election. who is it? who is going in the republican party who is going to feel compelled to support him or less compelled to oppose him because his poll numbers are low? we're so divided and so factu factualiz factualized. look, you want to have stronger poll numbers but his party is essentially with him on keeping obama care, keeping the government running, avoiding the dead ceiling. and the other part is in a different position. >> see, i think obama just doesn't care. it's pretty obvious. he's playing golf yesterday as a sign i think really i'm not going to negotiate with you. i'll negotiate with tehran. i'll negotiate with assad and chemical weapons

but ruth marcus saying, style does matter and this president, as maureen daoud said today, completely we have talked about this before and we have talked about the presidency with roosevelt with eisenhower that style is a form of substance for the president and i think in this case, you know, with syria, he can argue, look, we've bought the on the best outcome, but it's not as though there is not real implication going forward at what looked like weakness and improvization and encoherence in his policy and i don't think we know yet the risks of that, even if we get a good outcome. >> that is by no means either. >> so we have been talking about the press conference or the event that he hosted right after the massacre and then moving on to talk about what he was there for. do you feel the way many did at the table that there was something off about it or are we a all pileing on in in there well, i think there is a sense now we know what we expect a president to do in a moment of crisis and so there was something jarring, especially from a president who i think maybe has prided himself o
