you talked to the senator about the cooperation between rwanda, uganda and congo. i personally have talked to them on their cooperation with each other in another area, the area of the lra or whoever they are right now. we made a point to go over to east africa thinking that was about where he was last seen and he had another reign of terror since that time. we have legislation right now that is hoping to try to get more assistance to those period presidents and to try to end what i call one of the worst reigns of terror i have ever personally observed. i have been there and observed it. do you think we should be helping with more resources to end that lra problem? would you support me on that? >> yes, sir. the work being done by that group of countries to combat the atrocity committed for over 25 years is work that's important and i think our support to the ongoing efforts is important to support. >> most of the members on the committee are cosponsors that we have that would be helpful. one of the problems is that all three of these presidents came from a military

why have a mission to rwanda? are we teaching everybody? are we learning nothing?e american bar association spent the past year, two years on an initiative called the world will fall initiative rowley where we are sending many lawyers abroad and welcoming them here. it's just kind of a startling debate when we talk about looking to the foreign law at all in domestic disputes in a day when we are such an international community and increasingly globalized and crowded and flattened and interconnected world in this 21st century. we have so many international treaties and conventions and my colleague would say of course it's necessary in that sense when there is a treaty or convention there is that necessary category of instances where we are drawn into looking at all of other nations but in this day we have such an international practice. we have something called the american society of international law. i have the honor to serve on the board of advisers where there are training programs all through the united states on laws of other nations. we have constant visits

and the region and what plans are in place to counter the democratic forces for the liberation of rwanda the its focus on destabilizing the eastern portion of the democratic republic of the congo. and i will happy to repeat any of that. >> thank the center. i sure if i don't get everything you will remind the. first as the president talks to the united nations a withdrawal of forces from the congo i, too, think it would not be a good idea for that to occur too quickly. the conditions described with the corruption, the professionalism of the armed forces of the congo, their activities and the lawlessness in the eastern part of the country to be sure all contribute to the abuses to the population, to instability and the united nations force that's there has been a force for good in addressing those conditions. as large as that contingent is given the size of the congo is still not covering the entire country so any place those forces are reduced what have i believe a negative effect. right now the western part of the country is in fact the most stable so it would probably be least affected

i did just returned from a 2 week trip to chad, sudan, and rwanda. the trip focused on pushing the door for peace process -- pushing the darfur peace process toward conclusion. my talk with the president and other senior chadian officials focused on the recent chat-sudan agreement and on normalization of relations between these countries. these steps will be critical in resolving the door for -- the darfur conflict. i continued to work on the precess -- on the peace process. i was there when the government signed a landmark framework agreement and a cease-fire. we were actively engaged in the whole time i was in doha, sometimes late into the night with the government of sudan and with other armed movements. we tried to get an inclusive process that would result in a comprehensive peace framework. the framework that was signed between the government of sudan offers us an important opportunity to significantly reduce violence in darfur. it must include the other rebel groups to be secure. we have worked to facilitate negotiations, to find common ground

in other words, to make haiti a operate visa ve the ngos a little more like rwanda operated in the aftermathf the genocide. all the ngos are welcome, but all registered, all participated as partners. it worked much better. this is an historic day because for decades ngos have operated differently in haiti. so i thank them. i thank them for what they said, and i thank them for the commitment they have made. i also want to acknowledge what colette said there. there are lots of groups that we would like to have brought here today. representatives of the women's groups. one i want to mention specifically after president bush and i went with president prÉval to one of the more temporary settlements, i met the next day with ten of the elected leaders of the settlement. i talked to them. we agreed to give them a u.n. coordinator and a coordinator from the government of haiti. don't let anybody tell you the haitians are well organized. they are creating there own organizations out their new living arrangements. so now very briefly we have to hear from representatives from the local governments. that

in haiti and rwanda and india and indonesia, in turkey, ethiopia and bosnia. light of civil liberties. a nation where minorities are protected under the law by a fair and independent judicial system. a nation whose parliament the knesset who sits on a hilltop much like america's capitol hill and has 13 current arab members. it is a light of a nation desperately seeking peace that it has wanted and not found since its beginning. yes, israel is a remarkable and resilient country. but, of course, it faces grave challenges. every year, challenges it cannot and must not face alone. today the number one challenge as mentioned by my friend and colleague, lindsey graham, a challenge of a nuclear iran. let me tell you a brief story. it's another one involving the prime minister. last september prime minister netanyahu came to capitol hill and met with the joint leadership, democrat and republican, senate and house, to talk about iran. he described the threat posed by a nuclear armed iran to israel. and it provides the training, the weapons and the funds that sustain he

this includes turkey, armenia, kenya, mexico, rwanda and many other countries.h have relations with israel and others don't. politics and economy are irrelevant. such is the case of haiti. the idf always a ride sufferers to and always leaps into the unknown in order to save as many lives as possible and ease the pain. in the past, on a myself participated in aid to india as well as a rescue mission to kenya. just as before, i was surrounded with wonderful people from the idf medical corps soldiers were dedicated and determined to save lives. i have a small accent. -- accident. people have been in five in genocide in rwanda where 6000 people have been killed. we are finding charles taylor's son came in. can you commit that you are aggressively looking? can you have somebody come by and give me the real information of all these people who have been involved in genocide and crimes against humanity that are now living in the united states, that you are aggressively going after them to a police before them? >> i can arrange a briefing so i cannot share the exact numbers. one thing -- we're asking the they merge with counterparts, because we think if we put those two groups together in our criminal division, we can be more effective at getting to the people you mentioned. >> i will offer the motion. if your people can come up and give me the language, i will see if i can get that passed. i will also introduce the bill. i think we have an obligation to those people who have been persecuted to have these people they then see living in the united states to be prosecuted and the porters. >> i agree, and to the extent we can work -- to be prosecuted
