ryan chilcote joins us with the latest developments. the cease-fire is technically still holding. >> it is. saysimple thing would be to that this truth is going to fail but that hasn't happened yet. indications we have from the last 24 hours are that it is looking more and more likely that it will stick. thatf those indications is alleged violations of the truce over the last 24 hours have fallen since saturday, which had everybody on edge. it looked like the fighting was going to continue. those alleged violations are more and more isolated now despite the fact that there are reports of shelling and whatnot in all of the three fronts in the east of ukraine. the second encouraging development that i see over the last two or three hours is we have heard from the deputy prime minister of the self-proclaimed republic of donetsk. this is one of the two regions in the east where there is fighting. he says what the separatists are seeking there is autonomy within ukraine. that is reassuring because the ukrainian president appears to be prepar

we begin with ryan chilcote in south wales with details on the nato summit in the cease-fire in ukraine. the nato summit wrapping up. handful of numbers -- hours into this cease-fire. petro poroshenko thinking we have a deal. why should we think it's different this time? >> the most remarkable thing about this summit was isi petro poroshenko's announcement that we have this cease-fire. you have a member of a -- a non-nato country dominating the headlines. he thinks that he has a decent shot. he has already constructed his army to follow this cease-fire. there appear to be some problems. you have thousands of people on the ground in eastern ukraine with weapons. pro-russian rebels. and the ukrainian military. it will take a while to unwind and get the cease-fire in place. we have been here before. the last time the russians and ukrainians had a deal, i was in geneva talking to the ukrainian foreign minister and he was so pleased and so surprised, the man felt he had to pinch himself. a lot of people feel the same way this time. almost all the 60 world leaders who gathered say they are de

our chief washington correspondent peter cook is with us in new york and ryan chilcote is on the phone from wales, the site of the nato summit. help me dissect this. what is going on? >> there was quite a bit of confusion this morning. president ukrainian said we've got a permanent cease-fire agreed upon the russians said no, we have agreed to steps toward a cease-fire. right now, the russian president announced his own peace plan. he outlined it today on a trip .o mongolia his plan calls for the progression rebels to end their offense of an ukrainian military to get out of the cities east of the country. it's a seven-point plan so it is not easy and nothing about this conflict has been easy and nothing has actually flowed in a linear fashion. it is progress in a way and it certainly a little bit clear than the confusion we had this morning. in.eter, weigh >> i think you're in the president's voice the skepticism and whether vladimir putin can deliver on this plan. >> the timing is suspicious. >> you've got the president of united states in estonia effectively sending a huge symbolic m
