many presidents, republicans and democrats alike, have had the wisdom to appoint ryan crocker as their ambassador to six different countries -- lebanon, kuwait, syria, pakistan, iraq and finally afghanistan. ambassador crocker has been just as indispensable in kabul as he has everywhere else in his career. from enhancing our relationship with president karzai and the people of afghanistan to negotiating and concluding the strategic partnership agreement with afghanistan, to being the dedicated partner every hour, every day of general john allen and all of our men and women serving in harm's way. in my many years, in my many travels, i've had the pleasure and the honor of meeting and getting to know many of our career diplomats, and i am continually impressed by their high quality and tough-mindedness, their patriotism and love of their country, their constant willingness to serve and their many secret sacrifices that they make. but of all these remarkable men and women, never have i met a foreign service officer more outstanding or more committed to our country than ryan crocker. the o

ryan crocker blamed the haqqani network for the 19-hour kabul attack which killed four police officers, three coalition soldiers and four civilians. two dozen more soldiers and civilians were injured. the obama administration insists on negotiating with the haqqani network despite unsuccessful attempts in the past. secretary clinton has indicated these negotiations may be necessary again in order to establish sustainable peace in afghanistan. however, the haqqani network has been permitted to evade designation as a foreign terrorist organization. congress' frustration with the obama administration's overdue review of the haqqani network is clearly evidenced by this legislation. according to u.s. military commanders, the haqqani network is highly resilient and is one of the biggest threats to the u.s.-led nato forces and the afghan government in the current war. this straightforward legislation simply directs the secretary of state to analyze whether the haqqani network meets the standards for designation as a foreign terrorist organization under federal law and report those findings ba

ambassador to afghanistan, ryan crocker. in it he paid tribute to the many american civilians horrificing their lives doing important humanitarian work to bring security and stability to afghanistan. i couldn't agree more with ambassador crocker that those men and women working for or contracting with the state department or usaid are doing extraordinary work. rebuilding infrastructure, helping children to go to school, improving infant and maternal health, wiring the afghan people to the internet. mr. speaker, the burning question is this, if this work is so important, why aren't we doing more of it? the human need in afghanistan is far greater than the resources we are devoting to the effort. for the last few years, we have had a military surge in afghanistan. a surge that's led to more deaths, more violence, more instability, and more strength for the extremists and insurgents forces we are trying to defeat. what we need, mr. speaker, is a civilian surge. we need a great emphasis on development and diplomacy. on democracy

i'd like to just take a few minutes and pay tribute to ambassador ryan crocker, who ended his tour this week as the u.s. chief of mission in kabul, afghanistan. as some of my colleagues may know, ambassador crocker's health has unfortunately been poor so he's returning to receive some much-needed care. but what my colleagues may not know is that ambassador crocker's health has been poor for some time and the people who care about him most -- his family, his friends and colleagues in the foreign service and our secretary of state herself -- told ambassador crocker long ago that he needed to leave his post and that he needed to get away from the long days and long nights of too much stress and not enough sleep. they told him to come home for his own sake. eventually ambassador crocker relented, but still he was only going to leave on his own terms. he said that america asks the best of our country, our men and women in uniform and their many civilian partners who work and sacrifice shoulder to shoulder with our troops in the field. to serve in afghanistan for one year, ambassador crocker
