cnn's ryan nobles has the latest from capitol hill. ryan? >> reporter: it's a waiting game now to find out how the house minority leader, kevin mccarthy, is going to respond to house speaker nancy pelosi's decision to move forward with a select committee to investigate the insurrection here at the capitol on january 6. pelosi has already unveiled her picks for that committee, eight different members of the house of representatives, including a republican, liz cheney. now, mccarthy has not said whether or not he even plans to cooperate, let alone whether he is ready to appoint the five names that he will be able to do of course with pelosi's approval. but there is a lot of speculation as to how republicans will conduct themselves once they are a part of this committee. they're already starting to strategize those plans. sources telling cnn that republicans are ready to turn the tables on the house speaker herself, especially if that committee starts to focus or zero in on kevin mccarthy's role on january 6th. there are many house members who

ryan nobles is up on capitol hill for us. so, ryan, what exactly is the gop planning? is a lot of focus on this important development that's unfolding right now? >> yeah, wolf. you're right about that. at this point republicans are not being cooperative about how public they will be. but behind the scenes, they're already starting to plot their strategy. remember, kevin mccarthy will be able to name five name, five republicans to sit on this committee. and some of those republican members are already forecasting they will attempt to turn the tables on the house speaker, nancy pelosi, suggest that perhaps her leadership led to a slow response to the backup of law enforcement and capitol police that were overrun by the rioters on this day. that is in part because democrats saying they would be willing to call some republicans in front of the panel if that's where the investigation leads them. among them, the house minority leader kevin mccarthy who spoke on the phone with donald trump that day. mccarthy not the only one. greg pence, another member of dock, the brother of

cnn's ryan nobles joins me now from capitol hill. ctly are democrats proposing, and what are republicans saying? >> reporter: that's right, jake. this is a $4 billion package that senate democrats have proposed. and, yes, it does fill the funding gap that capitol police and the national guard need. but it also has funding for a lot of other things that aren't directly connected to those security forces. for instance, hardening the windows and doors here at the capitol. also, covid-related funds for various federal agencies and also hardening things like federal courts across the country. it's become a partisan battle now here on capitol hill. today the senate majority leader chuck schumer said it shouldn't be that way. >> these folks defended us. these folks are doing their jobs. and republicans are somehow, they get so contorted and so twisted in a knot that they're withholding money from them. stop it. >> reporter: now, republicans would argue that they have a counterproposal, one that would do just that, just fund the capitol polic

let's go to our congressional correspondent ryan nobles joining us from capitol hill right now. want to get some more, you know, ryan on the texas democratic delegation that led to block voting restrictions in texas. these texas democrats are accused of staging a publicity stunt. so what is the strategy here? what are you hearing? >> wolf, this is a real life example of this voting rights fight that the president was talking about in his speech today in philadelphia. this was a group of texas lawmakers who essentially walked out of a session that was -- emergency session put in place in texas to pass a new batch of voting reforms there that they believed curbed the right and access for people at the ballot box. they left texas because the republican governor there is threatening to put them under arrest and bring them back to the state house so that they can cast a ballot and have a quorum in order to pass this legislation through. you're right, wolf. it is being criticized as being nothing more than a public relations stunt because the republican legislature continued to call th

cnn's ryan nobles joins us from capitol hill. so, ryan, what's the latest?focus on what both sides do agree on. and that is they do believe the capitol police should be fully funded and that they should reimburse the national guard for their expenses that were incurred as a result of the riots. but senate democrats say that's not enough. listen to what senator patrick leahy said yesterday. >> the capitol is not a fortress. the windows can be broken, the doors can be breached. this complex is no longer shrouded with the impossible belief it is it can't be breached. >> there needs to be a lot more funded than just the capitol police and the national guard in order to keep the capitol complex safe. that's why they proposed this $3.7 billion plan to do just that. and here are some of the things that they're calling for. they want funding to secure the windows and doors of the capitol complex, as you heard leahy talk about there. they also want to do more, providing humanitarian assistance for those afghan refugees that are in danger if the military pulls out of

let's go right to cnn's ryan nobles on capitol hill for the latest. icans and 50 democrats who support this bill? can it pass? >> right now, jake, there isn't. there is not 60 votes in the united states senate that are firm enough to pass this bipartisan infrastructure package. you mentioned the republicans. right now there are ten republicans that have signed on, but that's before the legislation has even been authored and they've had the chance to go through it. and also before the large reconciliation package has been put in front of them and the two right now of course are tied together. the bigger problem, though, could be democrats. there are not 50 democrats that have signed onto this bipartisan piece of legislation. and so this is a heavy lift for both chuck schumer and mitch mcconnell if they want to see this get over the finish line here in the senate, and then of course it could run into some road blocks in the house as well. so there is a lot of work that still needs to be done on the bipartisan infrastructure deal. >> we don't even know th

ryan nobles has more from capitol hill. >> reporter: this was a big first step. 17 senate republicans joining democrats in passing a motion to proceed, which advances that $1 trillion infrastructure bill. there is more than $500 billion in new spending in this package and includes spending for roads and bridges, also for rail, both passenger and freight rail, broadband technology, also water treatment as well. this is something that democrats have been clamoring for for a long time and republicans also believe is worth spending the money on. now, even though they got to this stage, there is still a long way to go, a number of hurdles to pass just in the senate. and it also needs to be passed in the house as well. there is a whole other big $3.5 trillion reconciliation package that will ultimately be passed with only democratic votes. those two bills have to be moving along dual tracks in order for them to have enough vote this is both the house and senate to pass. but nonetheless, both the white house, senate majority leader chuck schumer, feeling very optimistic that they crossed thi

hill. gop lawmakers blocking the bill yesterday in its first congressional vote, and now pushing for a little more time to write the legislation and debate it. cnn's ryan latest on these talks today? >> reporter: they're still talking, and i think it is the most important part of the negotiations. we knew from the very beginning this was going to be a very complicated and difficult process, and what you saw the senate majority leader, chuck schumer, do yesterday was try to push the process along, saying we need to start coming to some sort of agreement on some of the big numbers and these big issues that are holding up the process. republicans did seem to get the message. republican and democratic lawmakers have been behind closed doors, hashing out the finer points of the deal. there does seem to be breakthroughs, but they have a lot of work to do. they're hopeful as soon as monday they will be able to come up with some sort of agreement that then can begin the process of voting on this. you know, erica, it is only part of the process here. this bipartisan agreement about a $1 trillion deal that republicans and democrats are negotiating is separate fr

cnn's ryan nobles is joining us on capitol hill and phil mattingly traveling with the president near lentown, pennsylvania. ryan, let's start with you. does this deal have the votes in the senate? 60 votes. >> it seems like it does, at least at this stage, jake. of course there's going to be a test vote on this to move the package forward before there's a final vote here in the senate. and the senate really may not be the problem with this package. it seems as though there are enough republican and democratic votes to at least get this bipartisan package through. the bigger issue may come in the house of representatives and that's because many house leaders including the speaker herself nancy pelosi have said that they are not going to pass this bipartisan infrastructure package if it's not coupled with that much broader $3.5 trillion reconciliation package. and there was a speed bump along those lines today because kyrsten sinema, one of the key negotiators, the democrat from arizona in the bipartisan package, said that she's not yet on board with that big $3.5 trillion package. now,

but first let's go to our congressional correspondent ryan nobles up on capitol hill.et's talk about today's meltdown in the january 6th investigation. why did republicans pull out three other members as well? >> this was a response by the house minority leader kevin mccarthy, jim, to the house speaker nancy pelosi vetoing two of his selections, those five selections that he had for the january 6th select committee. those two members jim banks, the chair of the republican study committee, and jim jordan of ohio. pelosi saying that she did not want them on the committee because of statements that they had made in the days after the announcement was made that made them disqualifying in her mind from being able to conduct the thorough investigation that she was looking for. now, kevin mccarthy responded by saying that none of the five picks that he had initially chosen for this committee were going to participate any longer and that he would not send any picks unless pelosi accepted banks and jordan on the committee. and then he went even further, saying that pelosi had j

cnn's ryan nobles is live for us on the hill.ty leader chuck schumer made it clear he wants this done before the august recess. is that possible? >> he made it clear he is going to keep his fellow senators here until they reach a deal, even threatening to keep them here through the weekend and into that august recess because he really wants to see this bipartisan infrastructure deal get over the finish line. but there was clearly a breakdown in communication over the weekend. democrats offered up republicans what they called a global offer, hoping to solve all the many differences the two sides had. but republicans came back and said that that global offer went back on the deal that they had originally hatched. and that's why they're running into problems right now. the two sides, though, are still talking. they're expected to meet later this afternoon to try and hash out some of these details. and the white house has signaled that they are not ready to back away from the table yet either. so, there is optimism that a deal can be
