ryan kern joins us live with the details. >> reporter: good morning. we are standing behind truckee river. usually this time of year at least over the last several years you have seen this water frozen and not moving. the reason it froze is because of falling like this. check this out. that's where we are looking this morning. the numbers are pretty good so far. doesn't take a scientist to know that if you have lived in the area. we are seeing higher levels than previous years. from the measurements we saw yesterday, they are pretty good. 104 inches of snow. what that means is we are at 124 percent of the average that we would see at this time of year through out the history of data collecting as far as water and snow is concerned. that's a good thing. let's compare to where we are right now. somewhere at the end of april right now just for the sake of this conversation. 78 percent of what we would want to see. still have a couple months to get to that 100 percent mark or even better. some state officials who did the snow survey tell us we thought the

ryan kern joins us live with more on a new law being discussed today. >> good morning. we're talking about distracted driving. for about a year now both city officials and law enforcement officials have been talking about changing the laws when it comes to distracted driving. today during a reno city council meeting, the reno police department is going to propose that adds tickets, violations, and fines to various forms of distracted driving. this is video you're seeing of nevada highway patrol enforcing cell phone violations on roads. that's happened for four years here in nevada. but we're adding to that. say you're eating while you're driving, putting on your makeup, there's a pet running around on your lap, fiddling with your gps system, those are all examples of ways distracted driving happens and will be enforced just like cell phone violations come july. so the discussion happening today is being brought before the city council. it's kind of an educational campaign to let everyone know this is going to be happening. obviously we've seen a lot of vehicle versus pe

we have fox 11's ryan kern monitoring this situation near the state line with more. hi there, ryan. >> reporter: yeah. good morning, bill. it's chain controls. day. as you all just talk about, more carren boulevard, the entire sickle, it's been a very busy winter. we've been out here talking about chain controls. that's a new one as far as i'm concerned, is mccaren being under the chain control limitations by the department of transportation. that's essentially not it. standing here at i-80 looking at the westbound lanes out of nevada into california. chain controls implemented up and over deny minor pass, into colfax, closer to sacramento. a lot of people passing on the side of the road semi trucks, which is another danger to look out for. those are people on the side of i-80 who are putting chains on the semis to be able to get over the pass. some of them are pulling off near where we are at the golden ranch just on the edge of nevada, california border. we're also seeing chain control all over the place. being prohibited; but you need controls. there's restrictions

ryan kern joins us live from washoe county. big problems with the programs kicking off today. good morning, ryan. >> reporter: good morning. as you said, washoe valley, that's what this is about. the department of transportation officials are trying to alert drivers when it's going to be dangerous to go down this stretch of i-580. this is between reno and carson city. we want to keep it live here to show you what the issue is. the wind can come through here and become dangerous. trucks completely blown over on the sides, sometimes blocking traffic completely. we want to show you what this new program is. come over here. this right here is what is being installed. it is already in, as you can see. these are the new flashing signs that exist right now. these will be tested today from 9:00 a.m. until 1:00 p.m. the flashing lights will go off. semi trucks are allowed to be driving through the area come later today. this is just the testing today through 1:00. but that's exactly what's going off once it becomes dangerous to drive through the wind conditions. talking about semi truck

ryan kern joins us with a preview. >> reporter: good morning, bill. this started last week when a subcommittee formed by the washoe county school district talked about two different tax plans in order to accommodate for the growth will see going forward. exactly what is that growth? middle schools and high schools are overpopulated in the washoe county school district and we'll see more students coming through. hundreds of mobile units are being used as classrooms and if this committee has their way, they hope to see that as a temporary thing. this is video from a week ago when these taxes were first thought about. two of them are sales taxes going a property tax from 366 to 317. this is in order to get a lot of money into the school district. in all, 781 million to cover nine years worth of growth. that's what's needed according to the washoe county school district. of course, this will be voted on by the taxpayers in 2016, and it isn't even decided if we'll get there yet. but today the school board of trustees will hear an update from the committee
