the senate ended debate on the ryan murray budget proposal setting up a fim vote on the bill later today. 12 republicans voted to advance the bill along with every democrat and independent in the senate. minority leader mitch mcconnell and marco rubio and ted cruz and rand paul voted against the measure. a number of republicans were against a portion of the bill that will cut $6 billion in retirement benefits for veterans. but senate leader harry reid blocked an amendment that would have blocked those cuts. president obama now expects to sign the bipartisan bill if it passes the final votes before he heads to hawaii for the winter holiday. however, congress already preparing for its next big fiscal fight. senator mcconnell says republicans are unlikely to give the president a clean debt ceiling increase and paul ryan even suggesting that they should tie the keystone pipeline to raising the debt limit. but as has been the case for a while now, the white house continues to say it is unwilling to negotiate over the debt ceiling. >>> the rebranding of obamacare continues today. former micros

is this scenario where this kind of murray-ryan compromise can work out the differences? or will they return to some of the deadlock? >> i want to strongly agree with marty on this point. it is something that is not understood by most people, once you have the number, once you have the budget number that the appropriators can work with, once you determine how big the pie is going to be, it gets a lot easier to work out how big each slice is going to be. once you work out how much the ag committee gets to work with, then it becomes a much easier to work out the details of the budget. i agree with both of these gentlemen. once they have a master agreement that they know will pass the house and senate and there is the will of the leadership of the house and senate to pass appropriation bills in regular order, all of this becomes a whole lot easier. it also becomes harder for whichever side of the extremes it gets harder for them to really fire live ammunition at the target because the deal has been struck and we are just arguing how big a slice everybody gets. let me just sa

this budget agreement which was orchestrated and negotiated by paul ryan on the house side, patpa patty murray on the senate side, both will say imperfect. what it does provide is certainty the government will not shut down for two years. some modest deficit reduction down the line. the biggest thing is perhaps a sign that congress can get some work done. that seems like a small goal but right now that's probably a goal worth at least putting on the board. so there are a lot of conservatives who don't like the fact it does increase spending. they will vote against it. they are vocal. that's what prompted speaker boehner to come back and say this is a practical step forward, a small step forward. he believes those outside conservative groups in particular that have been encouraging conservative members to vote against this and to speak out against it, he believes they lost credibility in his words over the government shutdown and the plan to try to defund the health care law that failed. so in the wake of that, the political reality is that this is something where congress has an opportunity to
