we'll know they will do it again, with follow on-ryan-murray but will not do it until they exhausted available option and they have gone through the long tortuous path to get there. there are two defense budgets. there is a base budget that invests in america's military. basically the size and structure and standing responsibilities, the daily global responsibilities in the military. the supplement spend something intended for emergencies. that is why it is called emergency supplement money. there are two defense budgets and buy presumably two different things. the second budget one for war spending and emergency spend something restricted over time in part because of congress. congress wanted to restrict use of those funds which i think is a good thing as a taxpayer. often years past, particularly when defense budgets were going up, it was christmas tree. the emergency war spending account became everybody's favorite place to stock every stuffing every stocking-stuffer you could imagine that had nothing to do with iraq or afghanistan or anything closely related to intelligence or mi

and it is important to note that the deficit has been coming down since the murray-ryan budget deal was done, and that's important. but that's not the budget that will be on the floor this week. last thursday we voted on a budget out of committee. it was a long day of debating and voting. i was able to support a number of amendments, had some of my own and others that were passed, and i appreciate them. but i ultimately voted against the budget. and unless there would be dramatic changes on the floor of this senate, i will be in all likelihood voting against the budget for the following reasons: first the budget before us proposes cuts to discretionary programs: education, infrastructure, research the non-defense noninterest, nonentitlement programs that are about 16% to 17% of the federal budget. it proposes not just cutting those to full sequester level but cutting them by an additional $236 billion over ten years. even the sequester levels are untenable. slashing these programs even further to make college more expensive, to spend less on infrastructure, to spend less on research is

we compromised in the ryan-murray agreement. that was actually a pretty good agreement. both sides were happy with. frankly, this week, we'll probably compromise on the so-called doc fix, the s.g.r. so we compromised last december on the cromny bus bill. which -- cromnibus bill which again gave us some fiscal stability. at some point down the road we will indeed compromise. the president of the united states has a signature which is going to have to happen on any appropriations bill. our friends have a filibuster control in the upper house, so my hope is we state our positions, i'm very content with where we're opening this debate, and then frankly, over the course of the months ahead, we work together and see if we can find that common ground. but that common ground ought to do what the republicans are trying to do in terms of lowering the deficit, reforming entitlements, not raising taxes and moving us in a fiscally responsible direction while we modernize our tax code. that's our opening position. i look forward to defending it. i thank my friend, mr. woodall, for bri
