. >> cnn's ryan nobles is on capitol hill. event and what specifically makes capitol police think it could turn violent? >> reporter: well, it is really the content of this protest and rally that's planned for saturday that has made capitol police very concerned about what it could become. this is a group of right-wing protesters, some of them closely aligned with the former president, donald trump, who are coming to washington to demand what they're calling justice for the folks that were arrested in the wake of that january 6th insurrection, who remain behind bars but who haven't yet to go through the judicial process right now. there's been online chatter surrounding this protest that's really concerned not just capitol police but other law enforcement entities around the capitol, that have led to them taking these dramatic steps. that includes resurrecting the capitol fencing around the capitol itself. it also has led to them requiring every member of the capitol police force to be on call and working on saturday. they've

cnn's ryan nobles has more from capitol hill. >> reporter: the house of representatives did get some work done on tuesday night. but it's likely that work won't get much further. the house passing a bill that would extend government spending through the end of the year and suspend the debt limit through the end of next year. but that bill faces an uncertain future in the senate where the republican minority has said they are not going to support any type of bill that gets rid of the debt limit for any period of time, even if it means a government shutdown, which this bill would do if not passed, because it is tied to that government spending proposal. we'll have to see how republicans play it. there are some republicans in a tough spot because there are certain impacts in states. at this point republicans say they plan to hold firm. if this doesn't pass the senate, the next option for the democrats would be to include it in that big reconciliation package which can be passed with only democratic votes. problem is democrats are having trouble passing that piece of legislation as well.

let's talk about this, bring in cnn justice correspondent jessica snider and ryan nobles. , first, where did this email come from, this message, and what did it say? >> more than 300 law enforcement officers from around the country that are a part of what are called fusion centers, which is basically a combined group of law enforcement professionals in different regions of the country whose responsibility it is to communicate with each other, to hold off any type of potential threat, and they were briefed by the director of homeland security for the washington, d.c., government who said that there had -- received an increased chatter about the potential of violence that could occur around this stop the steal rally that was basically the prelude to the insurrection that took place here on january 6th and what's so alarming about this conference call and then subsequent email that detailed what went on in this conference call is that it happened just two days before the rally and in the days and weeks after all this took place, many of these different senate committees, this

our congressional correspondent ryan nobles is working the story for us. , what are you learning. >> reporter: this e-mail was obtained by a watchdog group and outlines a conference call that took place with more than 300 members of law enforcement from around the country that are a part of these fusion centers, a collaboration among different law enforcement groups to keep an eye on potential threats. this was all about the threats that could emerge as a result of the stop the steal rally, which turned out to be the prelude for the january 6th insurrection. they outlined a number of concerns they have about caravans of people coming to washington at that time and the threat for potential violence. they even went so far as to create a hashtag on an internal fbi social media channel that would allow these different law enforcement agencies to keep track of events as they developed on that day. and the fact that all this information came out just a couple of days before january 6th is another example of how the officials and people in charge of keeping the ca

cnn's ryan nobles has more from capitol hill. >> reporter: wednesday was a crucial day for the bidenhite house as the president inviting a number of lawmakers currently at odds over the path forward on the biden economic agenda to come to the white house and attempt to hash out some of their disagreements. the president meeting with chuck schumer and nancy pelosi, the democratic house leaders. then a group of moderate lawmakers, and then a group of progressive lawmakers. the goal here, to try and find a path forward that would allow them to not only pass the bipartisan infrastructure bill, that $1.2 trillion plan that would entail roads and bridges and other things, and at the same time pass a much larger $3.5 trillion human infrastructure plan that would serve as kind of an overhaul of the american federal social safety net, dealing with things like education, climate change, health care, and many other things. now, coming out of those meetings, lawmakers seemed optimistic that they did make some progress, but acknowledged that they had a long way to go. there are a lot of members o

so, cnn's ryan nobles and lauren fox are on capitol hill to explain all of this to all of us. ryan, let's start with you. are they going to vote to fund the government and raise the debt ceiling in the house today? >> reporter: well, nothing is easy on capitol hill. i think we've learned that, alisyn and victor, and even this process has not been easy. house democrats were prepared and are now prepared to pass this continuing resolution and the language that would lift the debt limit for more than a year, but ran into a snag earlier today because some house progressives were concerned that it included more than a billion dollars in funding for the iron dome security system for israel. now, progressives told leadership that they would not vote for that bill if it included that language. they ended up removing it and so now, it looks like it is on a glide path to pass in the house. now, the house is only part of the problem here. the senate is where this is going to essentially probably die, and that's because the democrats have decided to include the debt limit and the spending

so let's start with the congressional correspondent ryan nobles at the site of that fencing near the capitol. so in light of this warning from department of homeland security, what else are we seeing in terms of security preparations ahead of saturday's rally? because it -- it certainly doesn't -- i mean, there is questions about how many people may actually even show up to this thing. >> well, anderson, there is no doubt that the security posture here at the capitol is like nothing we've seen since the days after the january-6th riot. it's certainly way more than what was up here right before that riot. as you mentioned, there's now fencing wrapped all around the capitol complex. capitol police have asked for an increased presence of their own force. basically, every capitol police officer is going to expected to be up here this weekend. they have also asked for reinforcements from local police departments in washington, d.c. and northern virginia and suburban maryland and they have even asked the national guard to be on standby. it is clear that they are not taking anything for gra

>> all right, cnn's ryan nobles on capitol hill, thank you so much. >>> also in our national lead, cnnjust how concerned some capitol police officers were about the behavior of their fellow officers on january 6th. cnn justice correspondent jessica schneider's here with more. this includes someone who believed a capitol police officer disclosed the secret location where members of congress were sheltering during the insurrection? >> that's right. this was a longtime friend of that officer. they even called the fbi tip line. they later told capitol police this, saying, i don't want to report a friend of 40 years but he says enough concerning statements that i feel like i need to do this. he's just fallen into this cult and these beliefs, it sent alarm bells off that he would just casually give that info. so this friend accusing this officer of inflammatory statements, spouting conspiracy theories, but also of telling him in conversation the secret location of these lawmakers that they were whisked away to on january 6th. this was just a conversation among friends. there isn't any allega

cnn's ryan nobles joins us from washington.what kevin mccarthy's been saying. >> well, he didn't really offer too many specifics, frankly, anderson. he put out a veiled threat on twitter where he suggested that if these social media companies and telecom companies comply with the january 6th committee's request to turn over records that they could be in violation of some law. now, he doesn't say what that law is, and when we tried to follow up with mccarthy's office they didn't give us any other specifics. he also warned of serious political retribution for the democrats that run the january 6th committee. he said that republicans wouldn't forget that they are taking this step. and this comes after jim banks, who is the chair of the republican study committee, he was of course a member of the select committee until he was blocked by the house speaker nancy pelosi, put out a similar letter earlier in the week suggesting that republicans would offer payback essentially if the democrats continued down this road. now, we should poi

first let's go to our congressional correspondent, ryan nobles. ryan, the big question tonight, will there be a vote on infrastructure? >> reporter: well, they say there's going to be, wolf. but we're not exactly sure how they're going to pull it off. in fact just the last few minutes the house majority leader, steny hoyer, who controls the action on the house floor, said that we shouldn't expect a vote before 9:00 tonight but they still intend to vote on this bipartisan infrastructure plan. how they get there, though, remains an open question, because at this point house progressives remain steadfast in their desire to vote no on this piece of legislation unless they get some sort of firm commitment and guarantee on the much broader $3.5 billion reconciliation package, that massive expansion of the social safety net that the government provides to american citizens. the big reason they're at an impasse right now is because of two key senators in the united states senate, that's west virginia's joe manchin and kyrsten sinema of arizona. today manch

now ryan nobles reports the department of homeland security is warning local officials there might bence the day before the rally. >> reporter: it is a sign of the times. workers quickly erecting a massive temporary fence. turning what was once the most accessible and public landmark in washington into an impenetrable fortress for a rally this saturday that organizers say might not draw 1,000 people. >> the official number we put down is 700. >> reporter: it's by-product they're coming to january for. the january 6 insurrectionist. something officials did not see coming and were unprepared to handle. they promised capitol hill leadership things will be different. >> briefed them about the demonstration scheduled for september 18, just the intelligence information that we're aware of and about our operational plan. >> reporter: they're not taking any chances in part because this group is coming to call for the release of hundreds of people charged with the role on that deadly day. the national guard and local d.c. police have been asked to be on stand by. there are worries some protest

cnn congressional correspondent ryan noble is working that story for us. assistance comes as we expect the fencing to start going up around the capitol. tell us the latest. >> reporter: that's right, jim. it seems clear that capitol police and the surrounding law enforcement agencies are preparing for a worse case se nare on saturday around this right wing rally in support for those arrested on the january 6th insurrection. they've asked the national guard to be on stand by in case things get out of control. we're not sure what that entails. you'll remember the role the national guard played or their lack thereof on january 6th has been a source of serious contention as groups look into what went wrong on january 6th. but the capitol police seem confidence if they need the national guard's help on saturday they will get it. they are prepared in the next couple hours to resurrect that fence along capitol square. it's going to go along this road, first street northwest. if you're familiar with washington, d.c., right across from the supreme court. it's going

ryan nobles is joining us from capitol hill. ders are touting what they call a framework to pay for the $3.5 trillion budget package, but tonight are there any details to back it up? will there actually be a vote on monday as scheduled for the infrastructure bill? >> reporter: wolf, there are not many details, not for just those of us covering the story, but for legislator that have to vote on this. chuck schumer announcing there had been a framework to pay for this bill, a menu of options he and the tax writing committee chairs had agreed upon. even some of -- didn't know the specifics. it shows how complicated this process is, as both aheaders in the house and senate are trying to move through these two massive pieces of legislation which are really central for the biden administration. while there's a lot of angst that they can get this deal done, there's one person who remains confident. that's the house speaker, nancy pelosi. >> i've always been very calm about this, because it's like it has happens the same way. all this bl

let's go straight to ryan nobles live for us on capitol hill. in the house. will any republicans vote for this? >> reporter: no, jake. it does not seem as though anybody in the republican conference is going to support this plan that will allow the government to continue spending and keep the government open and left the debt limits so the government can pay its credit card bill. this is something repubdemocrat insistent that republicans join them in doing because much of the money that was spent during the trump era. republicans believe this is an issue which they can lay all the blame on democrats. when that bill goes from the house to the senate, will any republicans vote for it on the senate side? it will require ten republican votes in order for it to pass. there are some resolutions within that spending bill that republicans support. for instance, there's millions of dollars of disaster relief funding for some states impacted by the hurricane. but mitch mcconnell is insistent that his republican caucus will not vote to raise the debt ceili

i want to go to our congressional correspondent ryan nobles right now. what has been the readout so far from these meetings with the president and these deeply divided factions of the democratic party? >> reporter: the democrats have emerge, striking a positive tone, but they're not offering up too much in the way of substance. they continue to say that there are talks and that there's progress being made, but what exactly that progress is, we're not quite sure. the house speaker nancy pelosi, who has been insistent that this is a process, that the legislative process isn't easy, she said they're headed on the right track, take a listen. >> i will not be talking about that now. we are on schedule. that is all i will say, and we're calm and everybody is good, and our work is almost done. we're in good shape. >> reporter: it's the "on schedule" part that everyone is paying close attention to. wolf, there is a key vote scheduled for monday, where the house speaker has promised house moderates they'll vote on the infrastructure package that's already passed

this is congressman jamie raskin, what he said to ryan nobles about these new subpoenas that, here its. >> do you think it's possible you're going to find there was more coordination there than we know about or one of these things where there is a bunch of people that came together and got out of control? is that what you're trying to figure out? >> i think donald trump would invite us to believe it was a spontaneous eruption of hugs and kisses towards the officers. that's pretty divorced from reality. there was obviously a lot of coordination and planning that took place and we are going to reconstruct it the best that we can. >> so they want to show it was a coordinated attack. what kind of evidence, andrew, would indicate people intended to storm the capitol and may have even had help in doing it? >> well, don, i think what jeff said is exactly right. what the committee is doing is starting at the beginning. they're looking first at the people that organized the rally and what interactions or communications they may have had with the white house. i think it's also importantubpor th

cnn's ryan nobles is live on capitol hill. so ryan, where are we today? is it all or nothing?omething? what's going to happen? >> it's maybe something, jake, but maybe not as soon as we thought. it seems pretty clear here that democrats will have a very difficult time cobbling together all these different factions in order to get something passed by next week, which was their original intention. part of that is because, you know, the democratic party is a big tent and within it a lot of members that have their own desires as to what they want to see as the ultimate outcome here. so nancy pelosi is attempting to shepherd through this legislation and please all of them. on the left she has progressives who are insistent they aren't going to vote for the bipartisan infrastructure package if it doesn't mean that the $3.5 trillion human infrastructure bill pass and within that, it means people want to see changes to climate change, immigration and others. in the middle she has rank and file members who are loyal to her but also have their own pet projects like for instance getting

cnn's ryan nobles is on capitol hill for us. >> reporter: laura and christine, the january 6 select committeeother round of subpoenas. this time 11 different individuals who were specifically involved in the stop the steal rally. that was the event that took place outside the white house that in many ways served as the prelude to the insurrection. so this group of people, they event planners for the most part, the people that have been connected to the former president donald trump either through the white house or through his campaign for sometime. i caught up with one of the members of the select committee, congressman jamie raskin of maryland, to ask what they're hoping to learn by getting information from this group of people. >> we're trying to reconstruct the entire chain of events that led to the most violent assault on the u.s. capitol since the war of 1812. and 1814. so, it's important for us to figure out exactly what the relationships were between the official rally organizers and the white house and the violent insurrectionists who launched the violence on that day. >> reporter: a

cnn's ryan nobles is breaking the story. he joins us now. so who gets these subpoenas? . >> reporter: the president's closest former aides, mark meadows, dan scavino, steve bannon, cash patel. dan scavino served with trump in the early part of the organization. these were people that were also around him and in conversations with those planning the rally which took place in front of the white house that served as the prelude to the january 6 capitol insurrection. it's pretty clear just what the thinking is with this committee in terms of what they are looking for that they're starting with this group to ask serious questions about what they knew in the events leading up to january 6 and the reaction and response to it. >> do the subpoenas shed light on exactly where the investigation is headed? >> it really does, especially when you read the requests to these four men about what hair looking for in terms of records, and the reason they're asking for records and for these private interviews, and i'm going to read from the letter to dan scavino who is the president's form

let's bring in cnn's congressional correspondent ryan nobles following the latest developments. lawmakers on recess so who's going to be inside the capitol today? >> reporter: me, boris. not to sound flippant. i'm one of the only people inside this billing right now, inside the capitol complex at all. it is a ghost town in many ways. the house and senate are not in session so basically the only human beings that are inside the capitol complex this weekend are reporters like me and police officers. there are very few if any staff members, typical for a saturday. i don't mean to be flip about this but it's an important point to make about the distinctions between today and what was happening on january 6. the house and senate were convening to certify the presidential election. something the former president, then president donald trump trying to undermine. a lot of hthose protesters that were here came into the capitol with a specific purpose, they wanted to interrupt that democratic process. there's no legislating happening here today and a big reason why capitol police feel con

. >> ryan nobles. joining us is the president of the center for american progress and warns about the consequences of failure. first of all, what do you have make of the standoff that the white house -- or the standoffishness the white house has about the scope of the president's involvement in these negotiations? should he be doing more? is this the right strategy? >> well, he held a series of meetings last thursday and into friday, meeting with different elements of the democratic caucus to try to forge an agreement. i think the reporting you just heard was exactly right. i think that if thursday comes and there is no agreement from -- particularly from senators mancion and sinema, the progressive caucus will hold firm. speaker pelosi said she won't bring a bill to the floor unless it has the votes to pass. i think we have the continuing resolution, the debt limit, bipartisan infrastructure bill and reconciliation bill all tangled no a knot. my advice to democrats is work it out. spend these next two
