for that i want to bring in nbc's ryan nobles.e more background in what we know and don't know. >> reporter: yeah, we don't know a whole lot to be honest with you, chris. we are trying to piece together the impressions that these members of the house are getting after they leave a secure location here on capitol hill where they're getting a briefing on this piece of intelligence that the intelligence chairman mike turner believes should be declassified. we do have one democratic source said that it is a serious issue that could lead to a destabilizing situation and did describe it as a national security threat and also a potential foreign threat that source said but didn't provide many specifics around that. we do know that the ranking member on the intelligence committee, congressman jim himes described that it wasn't a situation that the average american should be concerned about, that their safety in the moment would be at risk. made it akin to as if there were some threat of martians coming down from the sky. that's not the wa

i want to bring in capitol hill correspondent ryan nobles to talk us through this stuff. the outstanding question for me is if there's a sense of more urgency, ryan, when it comes to aid for ukraine in light of the death of alexei navalny, especially amongst republicans. we know there's urgency among democrats we have heard that. amongst republicans, is there more of a sense that they can get past now that this has happened? >> the short answer is no. the people that have been insistent that funding needs to flow to ukraine have been insistent about that before the navalny death, enforced that world view. those opposed to it from the beginning have not shifted their opinions in any way, shape or form. that's the biggest stumbling block to getting the legislation on the floor. i believe the consensus that a lot of people have come to that there are probably more members of congress, republican and democrat to want to see ukraine funded, it's not that simple. the bill has to be brought to the floor to see the votes cast. and right now there are strong opponents of the legisl

i want to bring in nbc's ryan nobles who talked to jim comber. michael schmidt is back with me. your takeaway from your conversation with comer today? >> reporter: well, i think in many ways it kind of gets to the fundamental core issue that house republicans are dealing with when it comes to this impeachment inquiry. in order to get to a level of high crimes and misdemeanors, you have to demonstrate that the person that's the center of your impeachment inquiry, the person that's the target of your -- republicans have had a difficult time at a base level demonstrating a direct link between joe biden and his son and his brother's business dealings, much less taking it to that next level and definitively showing how as either president or vice president he actually helped those businesses achieve some sort of goal that they would need the federal government's help for. that's what i was trying to get to the bottom of with these questions for congressman comer. i'm open to the idea that they could uncover that evidence if it exist, but at this point it doesn't appear that they have

. >> ryan nobles joins me now. ryan, where do things stand? what hope can you give us? >> reporter: the one thing that we can say for sure, andrea, is that congress seems poised to deal with the spending problem that they have before they deal with the national security supplemental. that means they want to clear the deck and avoid a government shutdown before they even begin the real conversations around funding for israel and ukraine. they are not there quite yet on avoiding at least a partial government shutdown friday. there's a couple of issues within the spending plans that the two sides are negotiating over. there is a degree of optimism that they will have something that they can vote on by friday. but the issue still really comes back to house speaker mike johnson and whether he can find a way around his conservative flank, which is basically made it clear they will not vote for any bipartisan deal. there's really no way that the government can avoid being shut down unless there is some sort of a bipartisan deal. what speaker johnson is wrestling with is the fo

we start today with nbc news capitol hill correspondent ryan nobles. than lemire and former republican congressman and political analyst david jolly. ryan, an all nighter. this was like the last days before final exams. the bill had overwhelming support in the senate. majority leader schumer telling you he is confident there's enough support in the house. do they have the votes? 218 is a high bar. >> reporter: yeah. i think that that's the hope, that the majority leader chuck schumer has, that the fact that 22 senate republicans supported this legislation, would be a message to the house speaker mike johnson that he needs to give this package its opportunity to get an up or down vote on the floor. just based on johnson's initial reaction to this package, the skepticism that he seems to be applying to it, it seems unlikely that it will just be that simple, that they will put the bill on the floor and let the members decide. there's the possibility they attempt to change it or they break it up into individual pieces and put those on the floor. all that is

nbc's ryan nobles is following that. a couple of horrible, terrible votes for the republicans last night. but now another vote. tell us what's happening and how this all fits together? >> reporter: yeah, chris, what we're expecting is actually a series of votes in the senate right now to try and get something moving in a congress that's been somewhat dysfunctional to start the month of february. what we're going to see play out first in the next couple of minutes, the majority leader chuck schumer is going to speak and then begin the procedural vote on the border provisions, aid to ukraine, israel and the indo-pacific. that measure is expected to fail, which will essentially kill any prospects of a border deal getting done in the near future. then there will then be a second round of voting, a procedural step where they will pull the border package out of the $118 billion supplemental aid package with the hope that that will get the 60 votes necessary to continue the conversation about at least funding these national sec

joining us now, our capitol hill correspondent ryan nobles and senior white house correspondent kellyned overnight with mitch mcconnell? he was going to proceed with this border bill that senator langford, a very conservative republican compromised on with senator murphy. now what are the alternatives for getting anything done? >> to answer your secretary question, at this stage, there is no alternative. this is the only piece of legislation that is making its way through the congress that deals with all four of the separate national security emergencies. if this doesn't pass, they are going to have to start at square one. to answer your first question about what has happened, i believe the house republican leadership's insistence that this bill would be dead on arrival made it almost -- it was impossible for rank and file members of the senate to support this. this was never going to be an easy vote. these are always difficult votes. they usually require an overwhelming majority in order to get through. when it seemed very clear that the house just had no interest in taking up this l

. >> let's get to ryan nobles on capitol hill. ning us former republican congressman and msnbc political analyst david jolly. ryan, break this all down for us. what's in the deal and what are the obstacles that face this? >> reporter: we should point out many republicans who negotiated this deal called it the most conservative border policy proposal in a generation. it limits options for people outside of the u.s. to obtain asylum. it makes it much more difficult to do that. it raises the standard for people at the border to qualify for asylum and also speeds up the processing of these claims, cutting off avenues of appeal if they're rejected. it also ends the process known as catch and release by enforcing the government monitoring of migrants. of course, the border piece is part of this overall big package that deals with four different national security emergencies including $60 billion in an for the ukrainian military, $14.1 billion in security assistance for israel. it includes humanitarian funding as well. there's also no res

nbc's ryan nobles is reporting on capitol hill. josh letterman is reporting from london. also back with us is peter baker. okay, ryan. what is the schedule in the senate looking like as we head into super bowl sunday and just are high are tensions as they tackle this bill? >> yeah. there is no doubt there is a lot of bad blood about the way these package negotiations have been moving forward. they are going to spend most of the weekend going through the procedural hurdles of the united states senate to get into a position where they can vote on this package and send it over to the house of representatives. but it will not come without some strife. we saw that play out on the senate floor yesterday. listen to this exchange between kyrsten sinema, one of the negotiators of that supplemental package, and lindsey graham of south carolina. >> you mentioned you thought the bill we drafted and drafted yesterday was a good start but not enough. >> yeah. >> i'm wondering if you would remind us how you voted yesterday on the motion to proceed to the bill that had the border package

let my bring in ryan nobles and betsy woodruff swann, national correspondent at politico and msnbc contributor. ryan, start us off on the expectations we have for james biden's testimony today. >> reporter: i think that james biden's appearance here today shows how wide of a net that the house republicans are attempting to cast in their attempt to find some sort of activity on behalf of joe biden that would rise to the level of high crimes and misdemeanors and allow them to push through articles of impeachment. james biden's business dealings, what they accuse him of, are completely separate and different from what they have accused the president of in his connections with his son's business dealings. most of james biden's business dealings are domestic related. they do accuse him of peddling his influence with his brother to help gain business contracts and consulting gigs. but they have yet to demonstrate any evidence that the president himself benefited from the business work that james biden was doing. but i expect them to ask james biden a lot of very specific questions about his business

with us now to talk more about this, garrett haake and ryan nobles. what are the republicans going to hear from the president's son today? >> probably not what they are looking for. they are attempting to find a very specific link between hunter biden's business dealings and the president of the united states, particularly interactions that would have led to joe biden using his public office in some way to benefit his son's business dealings. this is something hunter biden has been specifically clear about that at no point was his father ever involved in his business work. house republicans are skeptical of those claims. one of the reasons that they have brought in a number of hunter biden's business associates to press him on this exact question. and that is why they have also subpoenaed bank records and a lot of other information to try to prove that point. but they have fallen short of finding that direct evidence. and i pressed the chairman of the oversight committee james comer on that as to what it will take to get to that point where they could

. >> joining us now, nbc news exhale correspondent ryan nobles, what is the status of this investigation them anything last night? >> reporter: well, just based on what we got in terms of reaction from both republicans and democrats yesterday after that interview took place, it doesn't reveal that james biden revealed a smoking gun that will bring this impeachment inquiry to a halt and allow them to move to articles of impeachment. it seemed as though for the most part he was clear that his brother was never involved in his business activities and never used influence to help him with his business practices. i think republicans are zeroing in on next week's interview with hunter biden who's of course the president's son who they believe could find himself in a situation where he's forced to answer tough questions that may be able to corroborate some of these theories and being very clear here, they're nothing but theories that they have about joe biden using his influence to help with his son's business practices. but, you know, we're in a situation right now, katy, where they have been

ryan nobles have the evidence to impeach alejandro mayorkas? >> reporter: it's not so much about the evidence, katy, in this case it really has more to do with the fact that they don't think it's the correct interpretation and application of the u.s. constitution. the two members that have come out and in opposition to it, ken buck and tom mcclintock, have cited the fact they don't believe alejandro mayorkas has done his job well as the department of homeland security secretary. that's a common belief among republicans, but they just don't think what he's done as homeland security secretary rises to the level of high crimes and misdemeanors which is explicitly spelled out in the constitution. furthermore, you see some of these republicans that are hedging whether or not they're going to support these articles of impeachment are also concerned about the fact that it will effectively do anything. it will essentially turn out to be a slap on the wrist. it seems very unlikely that once this is snt to

nbc's ryan nobles joins us. what do we know about this meeting? any updates on the deal to get a deal passed? >> reporter: it's the end of february but certainly feels like groundhog day again. it's the same situation as relates to government spending as lawmakers are barreling down the possibility of a government shutdown this wook, at least a partial government shutdown with no real path to getting to a finish line. the meeting tomorrow with the four congressional leaders and the president appears to be significant. there's a real issue on the house side of things. that's where the speaker of the house is trying to find some way to get this bill to the floor without alienating conservatives in his ranks who want to attach policy riders to the spending proposal which has largely been agreed to that the senate is not going to go for. it's up to speaker johnson to figure out to figure out u how to get a bill to the floor that will pass both houses and be signed by the president. it's got to be done by friday. if not, at least a third of the governm

joining us now ryan nobles.ng inside of that hearing right now, that testimony that he's giving, are republicans getting anything out of him that they want? >> it is hard to say. it is all happening behind closed doors and what we get coming out of those moatings is a wildly different interpretation depending on if you're talking to a republican or a democrat. i do think in terms of whether or not this interview is going to aid republicans in their efforts to bring articles of impeachment to the floor to get the votes to pass, it doesn't seem as though they've moved the ball forward. in many respects when you talk to republicans about the goals of this impeachment inquiry, this really seems that they're changing their goalposts and what they hope to pull out of this. listen to this exchange i had with matt gaetz about the specificity around the bribery charges around the president. >> i believe that you could bribe someone by paying their family members. like i don't get this construct that unless joe biden rece

joining us now, nbc news capitol hill correspondent ryan nobles.the tax bill going to go anywhere in the senate? was chuck grassley just a lone voice? >> reporter: i think ultimately this will pass. there's a mix of politics that has to do with the small margins in the house and senate. that gives individual members a lot of power when it comes to bills like this. there are senators that have issues with certain aspects of the bill. they want to have their say. whether that means it goes through the committee process, whether that means they offer up amendments on the senate floor, those things are possible. ultimately, though, i do think the votes are there for this bill to ultimately pass. it does of course require 60 votes in the senate. the open question is the path that it takes to get to the 60 votes and whether or not the senate will make tweaks to the legislation that will then require the house to vote on it again. that could complicate it. but to your point, it's so rare in this congress to see such an overwhelming bipartisan support for
