my name is christine, and i am a number of the s.f. jail coalition.i just wanted to uplift a couple of things today. they're pretty concerning to me, including, you know, just the fact that cell phone use and more restrictions are even up for a debate. for those of us who have been a part of these conversations and been, you know, in the community, we know that having support systems and families and loved ones are really critical to folks coming home. and any restrictions around communication really undermine that. and that could also impact people's abilities to look for a job and be able to work. similarly, restrictions on movement are, honestly, pretty paternalistic, and kind of extend the incarceration approach. i have to say that these debates don't give me a lot of confidence in the plan. the department is an extension of our en incarceration system. the services mentioned today are really important, and i just urge the committee to using these funds towards a real navigation center where people can come and go freely, have access to services,
