a little bit of a historical context so there will be a clearer understanding of san francisco lead s.f. and then to better understand the item that's before you for approval. before receiving the funding in 2019, the city, along with nine other city jurisdictions in california, we worked over 20 years to, basically, in a lawsuit against three paint manufacturing companies, for knowingly putting lead in the paint. so the children's environmental health department staff, we were the main parties involved in the program? so for the lawsuit, d.p.h. provided epidemiological data and testimonies in court. while winning the lawsuit requires the expertise of health professionals, using the funding what it is designated to do requires a set of skills that d.p.h. just doesn't have. the settlement funding is required to reduce the amount of lead that came from paint, and that means construction, setting up isolated work areas, replacing leaded building components with new ones, replacing the doors, repainting. the city doesn't do this type of work, and nor can it do this type of work on private p

it came out of connect s.f. and it includes a number of elements. it includes what i will talk about today which is specifically related to the subway and the subway infrastructure. it is also includes circuit investments on the t line, the k, the m, and we're furthest along on the one under construction now. and then also includes the upgrade of our light rail cars, which this board has been very supportive both from policy standpoint as well as financial support to get us to a point where we no longer have unreliable going through the system. the train control is shown here as really straddling subway renewal and the surface, because the investment that we planned to make in train control is a little bit different than what we have today. what we've had today only controls the subway. and there's a lot of tradeoffs with that because problems on the street get exaggerates for the subway. and if we had a system that included train control in the surface and in the subway we believe that we would have a much more reliable system. and at last month's
