general manager as director of the s.f. bay area regional water systems finance team authority. the emergency firefighting water system was brought into service in 1913 under the jurisdiction of the fire department and dpw. in 2010, it was transferred to the p.u.c. for the express purpose of balancing the city's budget. since 2010, the p.u.c. has implemented a number of misguided policy decisions and is now using this as a mechanism to replace water and use the easter bond funds which is inconsistent with prop 218. due to policy decisions, they are advocating for the transfer of this to a new department under the city administrator with the engineering returning to dpw, which would still be under the direct report to the city administrator, even after the upcoming restructuring. regarding the hearing on pg and e., supervisor peskin's comments, that if pg and he took the city's offer, then the p.u.c. would have to deal with this. thank you. >> thank you. next speaker, please. >> mr. chairman and members of the board, my name is dave and i am a hydropower specialist for american w

proposal and especially from the coalition on homelessness, our city our home movement, and also rescue s.f., who have been very engaged in this. and i think we can all agree -- we do all agree that the solution to our homelessness crisis is permanent supportive housing, affordable housing and supportive services that are needed to address -- to support our unsheltered folks in a sustainable and permanent way. there is also many, including myself, that see the important role that transitional housing and shelter can play and should be playing in our comprehensive plan and strategies to address the crisis. so, i -- you know, i think i want to -- colleagues, actually, i'd like to process-wise see if we can consider the amendments that have been presented in an orderly way. i'm going to ask supervisor mandelman and supervisor melgar to go over their amendments once again. and if the committee members, if we can find agreement on these amendments, at least we can -- yeah, create a motion to amend the legislation that we have consensus on, that the committee members have consensus on. and then t

we do this in collaboration with the office of economic development and nonprofit spaces s.f. which is a family support organization as well as mission hiring hall who serve moderate to low income job seekers and the city program helps applicants becoming qualified in their application including the dealing with issues like commercial driver's license. the city drive partners attended all of these events in april and as a result, we were able to register 134 applicants for the two week program. that will then make them ready to come to the sfmta with their full credentials for becoming operators. also i want to report that between march 1st and april 22nd, we're able to hire 69 new transit operators and in that roughly same time period, we hired an additional another 94 staff. this is a huge uptick in the amount of hiring that we've been able to do. in part staffing up in h.r. and lot of the streamline work to make sure that we can follow all the rules, hold ourselves accountable, put equity first and make things work smoothly. as i'm sure all of you heard, the board of superv
